Lisbon Treaty: more of Britain’s powers surrendered to Brussels

Britain’s power to govern itself is to be surrendered increasingly to Brussels after the European Union’s Lisbon Treaty was finally ratified.

The treaty, which will come into force within a few weeks, will create the first president of Europe, as well as a European foreign minister, and will end Britain’s right to veto new EU rules in more than 40 policy areas.

The treaty’s supporters say it will allow the EU to operate more efficiently and give it greater influence in world affairs.

But critics say it will cede too much more of Britain’s sovereignty to Brussels.

Vaclav Klaus, the President of the Czech Republic, yesterday signed the Lisbon Treaty, ending eight years of resistance to its attempt to give more power to the EU.

The Czechs are the last of the 27 EU states to sign the treaty, and their move forced the Conservatives to abandon their pledge to hold a British referendum on Lisbon.

William Hague, the shadow foreign secretary, said it was “a bad day for British democracy”.

David Cameron, the Conservative leader, will today set out plans for an alternative Tory pledge to renegotiate several parts of Britain’s EU membership, trying to win back control over social and employment laws.

It is understood that one of Mr Cameron’s options will be to guarantee a referendum for British voters under a Tory government if any more national powers were in danger of being ceded to Brussels.

Mr Cameron’s retreat on announcing a referendum on the newly ratified treaty has led to accusations of breaking his promise and betraying the British people.

The Lisbon Treaty is based on the European Constitution, which started at a summit in Brussels in December 2001.

Gordon Brown hailed the Czech signature as “a historic step,” and European leaders said it will create a more powerful EU.

Despite the scale of the changes the treaty makes, the British people have never been directly consulted on the document, which was ratified in a Commons vote and signed by Mr Brown in 2007.

Labour won the 2005 general election having promised a referendum on the European Constitution but then dropped the pledge, arguing that Lisbon was a different document.

The Conservatives gave a “cast-iron” guarantee of a vote on Lisbon.

But after Mr Klaus signed the text, the Tories admitted that they will not offer voters a say on Lisbon.

Mr Hague said that once ratified, the treaty will cease to exist as a distinct legal document, meaning no vote can be held on it.

He said: “Now that the treaty has become European law and is going to enter into force, that means that a referendum can no longer prevent the creation of the president of the European council, the loss of British national vetoes, these things will already have happened, and a referendum cannot unwind them or prevent them.”

Daniel Hannan, a Tory MEP and leading Euro-sceptic said the signing was a step towards a European super-state. “The boot continues to stamp on the human face,” he said.

Mr Hague last night attempted to blame Labour for the treaty’s passage. He said: “People have never been consulted or voted in a general election for this.

“The British people have never even voted once, and we will not let people forget whose responsibility that is.”

Mr Brown insisted that the signing of the treaty was something to celebrate.

He said: “Today is a day when Europe looks forward, when it sets aside years of debate on its institutions, and moves to take strong and collective action on the issues that matter most to European citizens: security, climate change, jobs and growth.”

Angela Merkel, the German Chancellor, said that the treaty means “The EU will become stronger and more capable of acting.”

One of the most visible changes the treaty makes is the creation of a new permanent president for the EU, who will chair European summits and set the union’s agenda.

EU leaders will now meet at a special summit later this month to pick a president. Mr Brown has been backing Tony Blair’s bid for the job, but EU leaders have turned against the former premier.

Instead of a high-profile president, European leaders are now leaning towards a low-key “chairman” for the job. Herman Van Rompuy of Belgian and Jan Peter Balkenende are the current favourites.

The treaty will give the EU many of the trappings of a nation-state, including its own foreign minister – officially titled the high representative for foreign affairs – and an “External Action Service,” effectively a European diplomatic corps.

David Miliband, the foreign secretary, is leading candidate for the EU foreign policy job.

Jose Manuel Barroso, the president of the European Commission, said that the signing of the treaty would allow the EU to start acting as a global player. “The new external profile for the European Union will be felt immediately,” he said.

Joseph Daul, a French MEP close to Nicolas Sarkozy, the French President, said the decision meant more collective EU action.

“Europe can now move forward,” he said. “The Treaty will allow effective European action in areas where solutions are urgent, such as the financial and economic crisis, climate change and energy”

A new world order is developing.  In it, the USA and the UK are NOT going to stay on top.

Because the Anglo-American nations have not obeyed God, they have racked up massive debt, and will no longer remain on top.

The European Union is rising up.  Instead of being essentially a confederation where any nation can veto any action from Brussels that it does not like, the reality is now the EU itself will have more power and more sovereignty.

Although almost overlooked by American news sources yesterday, the signing of the Lisbon Treaty was a major event that lines up with what we in the Church of God have been teaching for many decades.  (It is also consistent with the predictions explained in my book, 2012 and the Rise of the Secret Sect.)

People need to realize that the world is changing and that there are explanations that they really should understand.  The implications for the UK and USA are enormous.

Brussels – The European Union is to call an extraordinary summit in the coming days to discuss who should be the bloc’s first-ever president, the EU’s Swedish presidency said Tuesday after the Czech president signed the reforming Lisbon Treaty. “To finalize the treaty preparations, I will now begin name consultations. As soon as possible, I will also call for an EU summit,” Swedish Prime Minister Fredrik Reinfeldt said in a statement.

Speaking from Washington, where he was attending an EU-US summit, Reinfeldt said Czech President Vaclav Klaus’ signature “ends a far too long period of institutional focus within the EU.”

“I am very pleased that President Klaus today signed the Lisbon Treaty,” Reinfeldt said.

Another major USA bank has filed for bankruptcy protection:

CIT Group Files Bankruptcy, Seeks to Reduce Debt (Update1)

Nov. 2 (Bloomberg) — CIT Group Inc., the 101-year-old commercial lender that saw its funding dry up in the credit crunch, filed for bankruptcy in an effort to cut $10 billion in debt following a failed debt exchange and U.S. taxpayer bailout.

CIT listed $71 billion in assets and $64.9 billion in liabilities in a Chapter 11 petition yesterday in U.S. Bankruptcy Court in Manhattan. The Treasury Department said the government probably won’t recover much, if any, of the $2.3 billion in taxpayer money that went to CIT.

The lender, which funds about 1 million businesses such as Dunkin’ Brands Inc. and Eddie Bauer Holdings Inc., plans to exit court protection next month after bondholders voted in favor of a “prepackaged” plan…

CIT accounts for about 70 percent of all short-term U.S. financing known as factoring, worth about $40 billion a year, according to Ray Ecke, president of Credit Management Resource in Oakland, New Jersey.

In factoring, suppliers and manufacturers sell payments owed for goods and services to companies such as CIT because they need immediate cash. The process gives vendors money to produce goods retailers have ordered. Retailers typically make payments within 90 days. The USA is on shaky grounds financially and will likely remain there until it falls completely (see ).

But there are also serious rumblings in Japan:

Japan is drifting helplessly towards a dramatic fiscal crisis. For 20 years the world’s second-largest economy has been able to borrow cheaply from a captive bond market, feeding its addiction to Keynesian deficit spending – and allowing it to push public debt beyond the point of no return.

The rocketing cost of insuring against the bankruptcy of the Japanese state is telling us that the model has smashed into the buffers. Credit default swaps (CDS) on five-year Japanese debt have risen from 35 to 63 basis points since early September. Japan has suddenly decoupled from Germany (21), France (22), the US (22), and even Britain (47).

Regime-change in Tokyo and the arrival of Yukio Hatoyama’s neophyte Democrats – raising $550bn (£333bn) to help fund their blitz on welfare and the “new social policy” – have concentrated the minds of investors at long last. “Markets are worried that Japan is going to hit a brick wall: the sums are gargantuan,” said Albert Edwards, a Japan-veteran at Société Générale.

Simon Johnson, former chief economist of the International Monetary Fund (IMF), told the US Congress last week that the debt path was out of control and raised “a real risk that Japan could end up in a major default”.

The IMF expects Japan’s gross public debt to reach 218pc of gross domestic product (GDP) this year, 227pc next year, and 246pc by 2014…

The savings rate has crashed from 15pc in 1990 to near 2pc today, half America’s rate. Japan’s $1.5 trillion state pension fund (the world’s biggest) has become a net seller of government bonds this year, as it must to meet pay-out obligations. The demographic crunch has hit. The workforce been contracting since 2005.

Japan Post Bank is balking at further additions to its $1.7 trillion holdings of state debt. The pillars of the government debt market are crumbling. Little wonder that the Ministry of Finance has begun advertising bonds in Tokyo taxis, featuring Koyuki from The Last Samurai. If Japan’s bond rates rise to global levels of 3pc to 4pc, interest costs will shatter state finances.

No one knows exactly when a country tips into a debt compound trap. But Japan must be close, even allowing for the fact that liabilities of the state Loan Programme (FILP) have fallen by 40pc of GDP since 2000.

“The debt situation is irrecoverable,” said Carl Weinberg from High Frequency Economics. “I don’t see any orderly way out of this. They will not be able to fund their deficit. There will be a fiscal shutdown, a pension haircut, and bank failures that will rock the world. It is criminally negligent that rating agencies are not blowing the whistle on this.”…

The Bank of Japan seems oddly insouciant. It will end its (feeble) quantitative easing in December by suspending purchases of corporate debt, much to the fury of the Finance Ministry.

“This is incredibly dangerous,” said Russell Jones from the RBC Capital Markets. “The rate of deflation is shocking. The debt dynamics are horrible and there is the risk of a downward spiral.”

Tokyo has let the yen appreciate violently – 90 to the dollar, 13 to the Chinese yuan – giving another twist to the deflation knife. Top exporters are below break-even cost, says RBS. The government could stop this, as it did in a wave of manic dollar purchases from 2003-2004. It could print money à l’outrance to stave off deflation. Yet it sits frozen, like a rabbit in the headlamps.

Japan’s terrible errors are by now well known. It failed to jettison its mercantilist export model in time. It resisted the feminist revolution, leading to a baby strike by young women. It acquiesced in a mad investment bubble (like China now) in the 1980s, stealing growth from the future.

It wasted its immense fiscal firepower, scattering money for 20 years on half-baked spending projects to keep the economy afloat. QE was too little, too late, and this is the lesson for the West. We must cut borrowing drastically over the next decade, and offset this with ultra-easy monetary policy. Does Downing Street understand this? Does the White House? Does the European Central Bank? Clearly not.

The situation in Japan will likely ultimately result in it having a closer arrangement with China, as Japan is likely to be one of the “kings of the sunrise” that Bible prophecy discusses (see Japan, Its Biblical Past and Future, Part 2: Prophecy).

Egypt’s Political Winds Blow in Favor of President’s Son

CAIRO — The annual convention this weekend of Egypt’s ruling party will offer a new opportunity for the nation to scrutinize Gamal Mubarak, the son of 81-year-old President Hosni Mubarak, amid speculation that he is being groomed to succeed his father.

The elder Mr. Mubarak has never indicated a preferred successor, refusing even to name a vice president. He remains firmly in command of the country after 27 years of de facto martial law. But his age and the steadily growing public profile of his 46-year-old son have fueled guessing about a hereditary succession plan.

“I see him as a possibility, why not?” Prime Minister Ahmed Nazif said Tuesday in Dubai. “I think Gamal is an excellent person. He is knowledgeable. He has been in the political system enough to understand the issues. He shows vision. He is young.”

In June, Mr. Mubarak appeared feeble when greeting visiting President Barack Obama, triggering a fresh wave of questions about the longtime strongman’s health. Since then, he has appeared to be in better shape.

Observers are closely watching the annual convention of the National Democratic Party for any signs of a succession plan afoot.

NDP Secretary-General Safwat El-Sherif said the subject of succession won’t be on the agenda at the convention. “It’s not the job of the annual conference to discuss the issue,” he said.

Mr. Mubarak is serving his fifth consecutive six-year term as president, and while he has made steps toward a democratic process, he and the NDP, of which he is chairman, are positioned to choose his successor.

The younger Mr. Mubarak’s political coming-out party started seven years ago at the 2002 NDP convention. Since then, his power and profile have risen steadily.

That year, a new body known as the Policies Secretariat was created with Gamal Mubarak at the helm and stocked with his allies. The Secretariat has become one of Egypt’s most powerful institutions, and several of its members have ascended to cabinet positions.

The convention’s agenda will be focused on parliamentary elections, scheduled for November 2010. The government was embarrassed by a poor showing in the last round of elections in 2005. Candidates from the Muslim Brotherhood — running as nominal independents to evade an official ban on the group — captured 20% of the People’s Assembly.

In the aftermath, Gamal Mubarak was placed in charge of renovating the NDP’s image — a process that has also allowed him to put his stamp on the party and build his power base. He has tried to fashion a more accessible and youth-friendly ruling party — hosting a pair of stage-managed online question-and-answer sessions in recent months and establishing an NDP presence on social media outlets such as Facebook, Flickr and YouTube.

Egypt’s opposition forces are also gearing up for next year’s polls. Last week, an umbrella group bringing together multiple opposition parties pledged to try to prevent Gamal Mubarak’s ascension to power.

Though the younger Mr. Mubarak is at the top of the list of likely successors, powerful intelligence chief Omar Suleiman is seen as a possible choice. It is also possible that, in the face of a power vacuum, Egypt’s powerful military pushes a yet-to-be named officer to the top.

Whether or not Gamal Mubarack will be the final King of the South, or even lead Egypt itself, is still a big question mark.  But the reality is that the final King of the South is alive now and it may be possible that  Gamal Mubarack could be a candidate for that role.  We will all have to watch and see.

The Lisbon Treaty is getting closer to being signed according the the EU Observer:

BRUSSELS – The EU came a step closer to full ratification of the Lisbon Treaty after it managed to agree to a sensitive demand by the Czech Republic on the new institutional rules without upsetting other member states.

Czech President Vaclav Klaus…His signature cannot take place before Tuesday when the Czech Constitutional Court is due to rule on the treaty’s compatibility with national law. But the court is widely expected to approve the treaty.

If Mr Klaus signs the treaty in November, it could come into force on 1 December.

With the last hurdle to ratification apparently out of the way, the discussions on what implementing the treaty will mean can begin in earnest. The most prominent of these issues is the new posts it creates, including a president of the European Council and a new foreign minister.

Ultimately, the Bible shows that a stronger agreement giving power to a dictator (that the Bible calls the Beast) will be in place in Europe:

12 The ten horns which you saw are ten kings who have received no kingdom as yet, but they receive authority for one hour as kings with the beast. 13 These are of one mind, and they will give their power and authority to the beast (Revelation 17:11-13).

The Lisbon Treaty has thus far been a step towards that fulfillment.  And will be even more so if the Czech President signs it (he has expressed reservations about the EU’s direction in the past, see  Next EU President a Eurosceptic).

All need to heed Jesus’ admonitions and “watch” (Matthew 24:42; 25:13; Mark 13:33-37; Luke 21:36) world events as they head towards the fulfillment of biblical prophecy.  The ultimate outcome of the Lisbon Treaty will somehow feed into end time events.

Tony Blair’s chances of becoming the European Union’s first full-time president were in serious trouble late on Thursday as a Brussels summit opened with a chorus of criticism from his own supposed centre-left allies.

British officials said the “jungle drums” also suggested support for the former prime minister was on the wane in some European capitals, including crucially Paris and Berlin.

But as Mr Blair’s hopes faded, Brussels was awash with speculation that David Miliband, foreign secretary, could emerge as the EU’s new foreign policy chief. Mr Miliband, 44, has denied wanting the job, but he is among the most credible centre-left candidates; France’s Le Monde on Thursday declared him “young and brilliant”.

The two-day EU summit was supposed to focus on climate change and the Lisbon treaty, but corridor talk was dominated by the looming carve-up of the union’s top jobs.

Gordon Brown, prime minister, made an impassioned appeal at a private meeting with fellow socialists to back Mr Blair.

“You need to get real – this is a unique opportunity to get a strong progressive politician to be president of the council,” he said. But there was little backing for a man whose support for the Iraq war was divisive.

Other candidates could include Jan Peter Balkenende, Dutch prime minister; Jean-Claude Juncker, Luxembourg’s premier; and Paavo Liponnen, former Finnish prime minister.

Five families of EU satellites called “Sentinels“, to be launched beginning in 2012, will soon be monitoring global activities.

The reality is that although the USA is currently the undisputed military power in the world, this is likely to change next decade as prophecy indicates that the European will have that.
