LONDON (AP) — British Prime Minister Theresa May has made it clear: the U.K. will make a clean break from the European Union and leave its single market of some 500 million people.

In her most direct remarks since the June 23 vote, May said Tuesday that Britain must regain control of its laws and borders, even as she called on the bloc to negotiate a free-trade agreement that will benefit both sides.

“We do not seek membership of the single market,” she said in a highly anticipated speech. “Instead, we seek the greatest possible access to it through a new, comprehensive, bold and ambitious Free Trade Agreement.”

May also made the EU an offer – she hopes – that it can’t refuse: arguing that a “cliff-edge for business or a threat to stability” is good for neither Europe nor Britain.

“I know there are some voices calling for a punitive deal that punishes Britain and discourages other countries from taking the same path,” she said. “That would be an act of calamitous self-harm for the countries of Europe. And it would not be the act of a friend.”

May also acknowledged for the first time that Britain’s Parliament will be able to vote on the final divorce deal reached between the U.K. and European Union. 17 January 2017Mrs May used her much-anticipated speech to announce the UK’s priorities for Brexit negotiations, including:

  • Maintaining the common travel area between the UK and Irish Republic
  • Tariff-free trade with the EU
  • A customs agreement with the EU
  • New trade agreements with countries outside the EU
  • Continued “practical” sharing of intelligence and policing information
  • “Control” of immigration rights for EU citizens in the UK and UK citizens in the EU
  • A “phased approach”

Mrs May said there would not be a “blow-by-blow” account of negotiations, set to get under way after Article 50 of the Lisbon Treaty is invoked by the end of March. It was not her intention to “undermine” the EU or the single market, she added.

But she warned the EU against a “punitive” reaction to Brexit, as it would mean “calamitous self-harm for the countries of Europe and it would not be the act of a friend”. …

The prime minister said the UK had often been seen as “an awkward member state”, but the EU had not demonstrated “enough flexibility on many important matters for a majority of British voters”.

She told the remaining 27 EU member states: “We will continue to be reliable partners, willing allies and close friends. We want to buy your goods, sell you ours, trade with you as freely as possible, and work with one another to make sure we are all safer, more secure and more prosperous through continued friendship.”

Mrs May, who backed Remain in the referendum, called for a “new and equal partnership” with the EU, “not partial membership of the European Union, associate membership of the European Union, or anything that leaves us half-in, half-out”.

“We do not seek to adopt a model already enjoyed by other countries. We do not seek to hold on to bits of membership as we leave.”

So, the UK Prime Minister wants out, wants a type of free trade agreement with the EU, and will continue to provide ‘intelligence’ information with the EU.

It would seem that the UK’s plan is the hope view that it can leave the EU, maintain free trade with the EU, and not have to pay the EU much or anything, and not have to accept EU immigration. (The UK also seems to have a ‘plan B.’ Plan B seems to be to tell the EU that it will pull out completely, impose tariffis on the EU if the EU does that to the UK, and to essentially tell the EU that it really does not need it. see Brexit and the EU: The UK threatens an alternative.)

Speaking in London, May laid out her plans for taking Britain out of the European Union.

May said Britain would leave the European single market. She said that the UK could not continue to abide by the so-called “four freedoms” of the market, specifically free movement of people. She also warned that while the UK hoped to retain as much access to the single market as possible, it would not pay “vast sums of money” to Brussels. …

May held out the prospect of seeking the “greatest possible access to the single market” and “a bold and ambitious” free trade agreement with the European Union. But she also said it was a priority to trade with other parts of the world.

“We want to get out into the wider world,” said May. She invoked US president-elect Donald Trump’s statement that Britain was “not at the back of the queue, but the front of the line” in terms of bilateral trade agreements with America. And she warned the EU against seeking a “punitive” deal allowing Britain to leave the the bloc.

“There seems to be an expectation that if trade restrictions are put in place, then companies that have previously purchased in Britain will look elsewhere,”  Jürgen Matthes, the economist responsible for the study told Deutsche Welle.

But Matthes also said that a “hard” and “soft” Brexit were not absolute concepts and that the UK could potentially negotiate limited agreements with the EU.

“If they were to conclude a free-trade agreement with significant exemptions from customs duties, that would be relatively free trade, at least with industrial goods.” Matthes said. It basically appears that the UK believes that it needs to come across as not needing the EU and that is how it intends to negotiate its departure.

British Prime Minister Theresa May expects to trigger Article 50 of the Lisbon treaty in March 2017, which starts a two-year clock for the official departure of the UK from the European Union.

Here are articles 49 and 50 from the Treaty of Lisbon:

49 Any European State which respects the values referred to in Article 2 and is committed to promoting them may apply to become a member of the Union. The European Parliament and national Parliaments shall be notified of this application. The applicant State shall address its application to the Council, which shall act unanimously after consulting the Commission and after receiving the assent of the European Parliament, which shall act by an absolute majority of its component members. The conditions of admission and the adjustments to the Treaties on which the Union is founded, which such admission entails, shall be the subject of an agreement between the Member States and the applicant State. This agreement shall be submitted for ratification by all the contracting States in accordance with their respective constitutional requirements. 50 1. Any Member State may decide to withdraw from the Union in accordance with its own constitutional requirements.

2. A Member State which decides to withdraw shall notify the European Council of its intention. In the light of the guidelines provided by the European Council, the Union shall negotiate and conclude an agreement with that State, setting out the arrangements for its withdrawal, taking account of the framework for its future relationship with the Union. That agreement shall be negotiated in accordance with Article 218(3) of the Treaty on the Functioning of the European Union. It shall be concluded on behalf of the Union by the Council, acting by a qualified majority, after obtaining the consent of the European Parliament.

3. The Treaties shall cease to apply to the State in question from the date of entry into force of the withdrawal agreement or, failing that, two years after the notification referred to in paragraph 2, unless the European Council, in agreement with the Member State concerned, unanimously decides to extend this period.

4. For the purposes of paragraphs 2 and 3, the member of the European Council or of the Council representing the withdrawing Member State shall not participate in the discussions of the European Council or Council or in decisions concerning it.

A qualified majority shall be defined in accordance with Article 238(3)(b) of the Treaty on the Functioning of the European Union.

It is provision 3 of article 50 that specifies that the transition from the time of departure from notification is two years. The departure of the UK from the EU is beginning to move the UK closer to the USA on more trade matters. I also believe that one-day it will come back to haunt the UK. The EU leadership is not pleased that the UK will be leaving the EU. One-day, sadly, it will seek and gain revenge (Daniel 8:24; 11:39).

Donald Trump has made many statements about international trade. Basically, making threats to China, Mexico, and this week the German automaker BMW. Now, Donald Trump supported the leave Brexit vote and may well find that it is easier to negotiate a trade deal with the UK than with the EU.

Since the Brexit vote and the election of Donald Trump, the EU has gotten bolder and pushed for more unity and more military cooperation. Theresa May’s speech will confirm the view that the UK should have no part in the EU.

But the EU will accept UK ‘intelligence,’ USA defense, and aspects of trade with the UK and USA until Europe feels it has the capability to need none of that.

Yet that will not be this year, next year, or during the first term of the Donald Trump Administration. But events are setting the stage for this to ultimately happen.
