The draft also reportedly noted that the EU is &#8220;almost entirely dependent on the US and Asia&#8221; for semiconductor supplies. <a href=\"https:\/\/sputnikglobe.com\/20260529\/eu-seeks-centralized-chip-buying-to-reduce-dependence-on-us-and-asia-1124208533.html\">https:\/\/sputnikglobe.com\/20260529\/eu-seeks-centralized-chip-buying-to-reduce-dependence-on-us-and-asia-1124208533.html<\/a><\/p>\n<h2 class=\"c-article-redesign-title\">EU seeks to boost Europe\u2019s chip demand in tech sovereignty bid &#8230;<\/h2>\n<p>Brussels is preparing a major shift in its industrial policy on semiconductors through a revised Chips Act, due to be published on 3 June.<\/p>\n<p>\u201cWhile the initial Chips Act has been predominantly supply-driven, the Chips Act 2.0 places greater emphasis on demand-side measures. The two dimensions are mutually reinforcing: cultivating robust local demand supports the strengthening of local semiconductor supply,\u201d an early draft of the proposal reads.<\/p>\n<h3>Tech sovereignty package<\/h3>\n<p>A separate strategy document accompanying the initiative highlights the need to expand Europe\u2019s industrial capacity, diversify supply chains and strengthen control over critical infrastructure.<\/p>\n<p>\u201cAs geopolitical fragmentation deepens and supply chains are increasingly weaponised, technological dependencies are becoming strategic liabilities,\u201d the document, seen by Euronews, states.<\/p>\n<p>The paper argues that technological sovereignty should be based on fair competition rather than isolationism or protectionism. The approach echoes comments made by EU digital chief Henna Virkkunen in a <a href=\"https:\/\/www.euronews.com\/my-europe\/2026\/05\/21\/technological-sovereignty-is-not-about-isolation-eu-digital-chief-says\">recent interview<\/a> with Euronews.<\/p>\n<p>The annex to the document lists the EU&#8217;s current dependencies on foreign providers across the technology supply chain, listing semiconductors, cloud technologies and consumer applications as critical.<\/p>\n<p>The strategy also calls for the development of EU-based technological solutions across the entire value chain, closely aligning with proposals promoted by the EuroStack movement. <a href=\"https:\/\/www.euronews.com\/my-europe\/2026\/05\/28\/eu-seeks-to-boost-europes-chip-demand-in-tech-sovereignty-bid\">https:\/\/www.euronews.com\/my-europe\/2026\/05\/28\/eu-seeks-to-boost-europes-chip-demand-in-tech-sovereignty-bid<\/a><\/p>\n<p>The EU &#8211; which is badly lagging the rest of the world when it comes to AI development &#8211; is preparing sweeping emergency powers to intervene in Europe\u2019s semiconductor supply chains during shortages, including by forcing chipmakers to override existing contracts, <a href=\"https:\/\/www.ft.com\/content\/9d7d6204-4fc7-4f1d-af05-473c3649efcd?syn-25a6b1a6=1\">the FT reported<\/a>. So much for the sanctity of those &#8220;contract-backed&#8221; backlogs&#8230;<\/p>\n<p>The draft law also <strong>enables common purchasing to boost the bloc\u2019s negotiating power, <\/strong>and\u00a0would mark a clear expansion of the EU\u2019s powers to intervene directly in industrial supply chains.<\/p>\n<p>Amid tensions between Beijing and Washington, there are growing fears in Europe that semiconductors can become a tool of economic coercion, heightened by European reliance on Taiwan for high-performance chips. &#8230;<\/p>\n<p>The draft law, which is still subject to change ahead of its expected publication next week, <strong>would allow the European Commission far-reaching powers in the event of semiconductor shortages that threaten supplies of weapons, medical devices, digital infrastructure <\/strong>and other key categories of goods.\u00a0In such a crisis, the Commission could impose fines of up to \u20ac300,000 on companies that fail to provide requested information on their supply-chain capacity.\u00a0It could also \u201cforce semiconductor manufacturers to prioritize orders for crisis-critical products, overriding existing contracts\u201d, the draft reads.<\/p>\n<p>Brussels could also enable common purchasing to \u201cstrengthen negotiating power and prevent competition between EU countries for limited supplies\u201d. The Commission would then act as a central buyer for multiple EU countries, as it did to acquire vaccines during the pandemic.<\/p>\n<p>According to the FT, the so-called Chips Act forms part of a wider push from the bloc to reduce its dependence on US technology by backing European alternatives in sectors from semiconductors and cloud computing to AI. There are other private corporations handling public data in Europe; privacy is NOT the concern.<\/p>\n<p>For years, European governments handed enormous portions of their digital systems to American corporations because the infrastructure was cheaper, faster, and more advanced than anything Europe could build itself. &#8230;<\/p>\n<p>Whoever controls the data controls intelligence, financial systems, communications, and eventually political leverage itself. That is why governments are suddenly panicking about cloud dependence. Data is POWER, perhaps more so than gold or oil. Government knows this fact and is keen to work with Big Tech to upsurp as much data as they can.<\/p>\n<p>American firms are already scrambling to adapt by creating \u201cEuropean sovereign cloud\u201d structures physically and legally separated from U.S. operations. Amazon alone announced more than \u20ac7.8 billion in investment into a European sovereign cloud system based in Germany.
