A host of companies, including <a class=\"ekxajjj0 css-i0lbhy-OverridedLink\" href=\"https:\/\/www.wsj.com\/market-data\/quotes\/MSFT\" target=\"_blank\" rel=\"noopener\" data-type=\"company\">Microsoft<\/a>, are weighing how they can offer <a class=\"ekxajjj0 css-i0lbhy-OverridedLink\" href=\"https:\/\/www.wsj.com\/tech\/ai\/microsofts-satya-nadella-we-cant-let-ai-giants-eat-the-economy-b9d33b9f?mod=article_inline\" target=\"_blank\" rel=\"noopener\" data-type=\"link\">Chinese models<\/a> on their platforms, a development that is set to alter the balance of power among tech companies.<\/p>\n<p class=\"css-1qg6i2u eew040j0\" data-type=\"paragraph\">\u201cChina is making sure that the gap becomes smaller and smaller over time,\u201d said Lior Div, chief executive officer of the cybersecurity company 7AI. &#8230;<\/p>\n<p class=\"css-1qg6i2u eew040j0\" data-type=\"paragraph\">One of Anthropic\u2019s latest general-use models has been shut down for more than two weeks after the Trump administration said no foreign entity or individual could use it because of security risks. The company closed all access to comply with the rule. The administration on Friday <a class=\"ekxajjj0 css-i0lbhy-OverridedLink\" href=\"https:\/\/www.wsj.com\/tech\/ai\/trump-administration-rolls-back-part-of-anthropic-model-ban-e8284434?mod=article_inline\" target=\"_blank\" rel=\"noopener\" data-type=\"link\">restored some access<\/a> to a related Anthropic model called Mythos 5, which had previously been restricted.<\/p>\n<p class=\"css-1qg6i2u eew040j0\" data-type=\"paragraph\">Many have called the administration\u2019s attack on a leading U.S. AI company counterproductive and criticized its decision to allow exports of AI chips to China in light of the nation\u2019s recent advances. &#8230;<\/p>\n<p class=\"css-1qg6i2u eew040j0\" data-type=\"paragraph\">AI users said that U.S. efforts to rein in the worrisome capabilities of recent cybersecurity-focused models have added to concerns that access to needed systems could eventually be cut off.<\/p>\n<p class=\"css-1qg6i2u eew040j0\" data-type=\"paragraph\">\u201cIt is incentivizing companies across the globe to use cheaper but very capable Chinese open-weight models, while at the same time undermining the U.S. AI industry,\u201d said Niels Provos, a researcher who led security teams at Google and Stripe. \u201cI don\u2019t understand it.\u201d\u00a0<a href=\"https:\/\/www.wsj.com\/tech\/ai\/chinese-ai-anthropic-mythos-cybersecurity-574b02c2\">https:\/\/www.wsj.com\/tech\/ai\/chinese-ai-anthropic-mythos-cybersecurity-574b02c2<\/a><\/p>\n<\/blockquote>\n<\/div>\n<p>Let me add that others have also said that China&#8217;s AI takes less resources and hence is less expensive to use and maintain, so that is another advantage that China seems to have over the USA.<\/p>\n<p>In other China-related news, a reader tipped me off to the following:<\/p>\n<blockquote>\n<p class=\"wp-block-paragraph\">China\u2019s State Council announced a major change to their notorious household registration system, known as hukou (\u201c<strong>hoo<\/strong>-koh\u201d), allowing <a href=\"https:\/\/www.scmp.com\/news\/article\/3354575\/china-removes-hukou-hurdle-migrant-workers-social-insurance-shake\">migrant workers to access social insurance in the cities where they work<\/a> for the first time.<\/p>\n<p class=\"wp-block-paragraph\">China\u2019s hukou system is widely regarded as a kind of internal passport and a gatekeeper of social welfare. Formally established in the 1950s to regulate population mobility, the system designates Chinese citizens as either \u201cagricultural\u201d (rural) or \u201cnon-agricultural\u201d (urban) and registers them in a specific city or location. One\u2019s access to public services is tied to their hukou location\u2014usually their place of birth\u2014rather than where they normally reside.<\/p>\n<p class=\"wp-block-paragraph\">Historically, this system has stratified the rural-urban divide, where <a href=\"https:\/\/english.www.gov.cn\/archive\/statistics\/202602\/04\/content_WS6982fecfc6d00ca5f9a08e97.html\">even today, urban residents earn approximately 2.3 times more than rural residents<\/a>. While citizens who hold an urban hukou have guaranteed access to higher quality public schools, healthcare, housing funds and pensions, rural residents tend to receive significantly lower government aid packages.<\/p>\n<p class=\"wp-block-paragraph\">The hukou system has also harmed the approximately 350 million migrant workers in China that keep its major cities running. The vast majority of internal migrants come to cities from rural areas for jobs. However, without an urban hukou, they are disproportionately pushed into low-paying and dangerous jobs, earn less than urban-born workers, pay out-of-pocket or are forced to rely on private options for healthcare, have more limited access to urban real estate markets and are unable to access retirement safety nets.
