Russian President Vladimir Putin has signed a landmark law legalizing cryptocurrency trading, which will be regulated as part of the country\u2019s financial system.<\/p>\n

The Law on Digital Currencies and Digital Rights, signed and published on Tuesday, formalizes an already booming market. According to blockchain analytics firm Chainalysis, Russia ranks as Europe\u2019s largest crypto market by transaction volume according to the latest available data, while the Finance Ministry estimates domestic crypto trading totals around 50 billion rubles (roughly $650 million) per day.<\/p>\n

The legislation is part of the government\u2019s broader effort to bring crypto activity out of the shadow economy while facilitating cross-border trade after Ukraine-related sanctions severely restricted Russia\u2019s access to the West\u2019s dollar- and euro-based financial system.<\/p>\n

Here are the practical implications of the legislation.<\/p>\n

What has changed under the new law?<\/h4>\n

Until now, Russians could legally own cryptocurrencies, but trading largely took place on foreign platforms or through services operating outside Russia\u2019s regulatory framework.<\/p>\n

The new law creates the country\u2019s first regulated cryptocurrency market. From September 1, 2026, Russians will be able to buy and sell approved cryptocurrencies through licensed platforms supervised by the Central Bank. New digital repositories will keep records of who owns crypto assets, similar to the way traditional financial assets are recorded.<\/p>\n

At the same time, some things will remain unchanged. Cryptocurrencies are still not legal tender in Russia, meaning they cannot be used to pay for goods and services inside the country.<\/p>\n

Who can buy cryptocurrencies under the new law?<\/h4>\n

Both ordinary Russians and investment professionals will be able to buy cryptocurrencies, although investors will face stricter rules.<\/p>\n

Retail investors will first have to pass a basic knowledge test and will be limited to buying up to 300,000 rubles (about $3,800) worth of crypto per year through each platform. Professional, or\u00a0\u201cqualified,\u201d<\/em>\u00a0investors will also have to pass the test but will not face investment limits.<\/p>\n

Which cryptocurrencies are approved?<\/h4>\n

At first, only the world\u2019s largest and most actively traded cryptocurrencies will be available on Russia\u2019s regulated market. To qualify automatically, a cryptocurrency must have had an average market capitalization of more than 5 trillion rubles (about $64 billion) and average daily trading volumes above 1 trillion rubles (about $12.8 billion) over the previous two years.<\/p>\n

According to Central Bank First Deputy Governor Vladimir Chistyukhin, Bitcoin, Ether (Ethereum) and the USDT stablecoin currently meet those requirements. The Central Bank will be able to approve additional cryptocurrencies in the future if they meet the criteria.<\/p>\n

What does the new law mean for Russia\u2019s foreign trade?<\/h4>\n

While cryptocurrencies remain banned for everyday payments inside Russia, businesses can continue using them for cross-border settlements. Exporters and importers may settle transactions directly using crypto wallets or through licensed intermediaries.<\/p>\n

The move is intended to give Russian businesses more options for paying foreign partners at a time when Western sanctions have disrupted access to parts of the traditional international financial system. Since 2022, many Russian banks have been cut off from SWIFT and faced restrictions on transactions in dollars and euros, prompting Moscow to look for alternative payment channels.<\/p>\n

Russia has increasingly settled transactions in rubles and the national currencies of its trading partners, such as the Chinese yuan and the Indian rupee.<\/p>\n

Sanctions from the USA and EU have made cryptocurrencies more helpful for sanctioned countries like Russia.<\/p>\n

So, it is little surprise that Russia continues to take steps to use and regulate them for cross-border trade.<\/p>\n

Last Spring, the European Union said it would try to sanction the Russians from using cryptocurrencies:<\/p>\n

Financial services and crypto<\/h2>\n

The EU is imposing a transaction ban on 20 Russian banks<\/strong>.<\/p>\n

In addition, the EU is targeting four financial institutions in third countries <\/strong>with a transaction ban for circumventing EU sanctions or connecting to the Russian System for Transfer of Financial Messages, the Russian banking messaging network.<\/p>\n

Due to sweeping sanctions on its financial sector, Russia is becoming increasing reliant on cryptocurrencies<\/strong> for international transactions. Noting this trend, the EU is designating a Kyrgyz entity which operates a platform where significant amounts of the government-backed stablecoin A7A5<\/strong> are traded. Moreover, the EU is introducing a total sectoral ban on providers and platforms established in Russia<\/strong> that allow the transfer and exchange of crypto assets. The EU is also banning transactions in another crypto currency (RUBx<\/strong>) and all EU support for the development of the digital rouble<\/strong>. Yet, it is not just the Russians that the EU wants to monitor crypto for. Notice the following:<\/p>\n

As the first phases take effect, market participants are adapting to authorisation requirements, reserve composition and segregation rules, governance and disclosure obligations, and constraints applicable to significant tokens. Operational readiness and compliance roadmaps remain front of mind as firms align to the MiCAR timetable. …<\/p>\n

While many see Bitcoin and other cryptocurrencies as a way to have financial privacy, the European Union wants that to stop:<\/p>\n

EU to ban anonymous crypto accounts and privacy coins by 2027<\/h2>\n

The European Union is set to impose sweeping Anti-Money Laundering (AML) rules that will ban privacy-preserving tokens and anonymous cryptocurrency accounts from 2027.<\/p>\n

Under the new Anti-Money Laundering Regulation (AMLR), credit institutions, financial institutions and crypto asset service providers (CASPs) will be prohibited from maintaining anonymous accounts or handling privacy-preserving cryptocurrencies, such as Monero.<\/p>\n

\u201cArticle 79 of the AMLR establishes strict prohibitions on anonymous accounts [\u2026]. Credit institutions, financial institutions, and crypto-asset service providers are prohibited from maintaining anonymous accounts,\u201d according to the AML Handbook, published<\/a> by European Crypto Initiative (EUCI). \u2026<\/p>\n

\u201cThe regulations (the AMLR, AMLD and AMLAR) are final, and what remains is the \u2018fine print\u2019 \u2014 aka the interpretation of some of the requirements through the so-called implementing and delegated acts,\u201d according to Vyara Savova, senior policy lead at the EUCI.<\/p>\n

She added that much of the implementation will come through so-called implementing and delegated acts, which are mostly handled by the European Banking Authority:<\/p>\n

\u201cThis means that the EUCI is still actively working on these level two acts by providing feedback to the public consultations, as some of the implementation details are yet to be finalized.\u201d<\/p><\/blockquote>\n

There is no way governments will intentionally allow a system that gets around all of their financial espionage. China is starting to publicly state that, and the government of USA has also begun to try to figure out how to handle Bitcoin (Congress has held one or more hearings). That being said, since China wants to eliminate the US dollar as the world\u2019s reserve currency, despite is announcement today, it may continue to make some accommodations for Bitcoin and\/or anything else that could reduce US dollar trade.<\/p>\n

Related to financial controls, there are some who believe that Bitcoin will become fully regulated\/taken over to the point that it will be associated with the \u2018mark of the beast.\u2019 Here is one such comment:<\/p>\n
