A UK minister has resigned saying a row over involvement in the EU’s Galileo satellite-navigation system exposes Theresa May’s Brexit deal as “naive”.<\/p>\n

The UK had wanted to stay part of Galileo after Brexit, but the EU said it would be banned from the extra-secure elements of the programme.<\/p>\n

Mrs May confirmed on Friday that the UK was pulling out of the project.<\/p>\n

Science minister Sam Gyimah said the row was “a clarion call” and that any deal with Brussels would be “EU first”.<\/p>\n

The UK’s interests “will be repeatedly and permanently hammered by the EU27 for many years to come”, he added in a Facebook post setting out his reasons for resigning<\/a>.<\/p>\n

…Galileo is the EU’s upcoming version of the US’s GPS, which is used by millions of people around the world, and will be used by EU governments, citizens, military and industry.<\/p>\n

Brussels had said that, as a result of Brexit, the UK would not be allowed immediate access to part of the system intended for use by government agencies, the armed forces and emergency responders once it came online in 2020.<\/p>\n

But the UK, which has invested \u20ac1.4bn in the project, said access was vital to its military and security interests. https:\/\/www.bbc.com\/news\/uk-46407249<\/a><\/p><\/blockquote>\n

The EU is telling the UK that its Brexit decision has put it in, at best, a second class status regarding Galileo.<\/p>\n

The UK wants to now get closer with the USA:<\/p>\n

Earlier this year, the UK accused the EU of shutting it out of the project before it leaves the bloc in March 2019. The EU argued that rules prevent it from sharing sensitive security information beyond its borders.<\/p>\n

“I have been clear from the outset that the UK will remain firmly committed to Europe’s collective security after Brexit,” May told reporters in Buenos Aires, reiterating a theme of future cooperation that she has highlighted throughout the messy divorce negations.<\/p>\n

“But given the Commission’s decision to bar the UK from being fully involved in developing all aspects of Galileo it is only right that we find alternatives,” she continued.<\/p>\n

The EU hopes Galileo will rival the US Global Positioning System (GPS) once it fully launches in 2020<\/a>.<\/p>\n

The UK will work with the United States to be able to keep using its GPS, May’s office said. Additionally, Britain will look into building its own GPS system to provide smartphone services, run energy networks and support military drones.<\/p>\n

“I cannot let our armed services depend on a system that we cannot be sure of,” May said of the Galileo system. “That would not be in our national interest.”<\/p>\n

But what about the money?<\/strong><\/p>\n

In August, as the argument over Galileo access was in full swing, Britain announced that it had set aside 92 million pounds for creating its own satellite system.<\/p>\n

While the country had demanded that the EU repay the 1 billion pound investment it had made into Galileo if access to the system was denied, May made no mention of recouping costs in her Friday statement. https:\/\/www.dw.com\/en\/post-brexit-uk-wont-use-eu-galileo-satellite-system-british-pm-says\/a-46533333<\/a><\/p><\/blockquote>\n

As far as Galileo goes, Galileo is essentially Europe’s project to replace the USA’s GPS system.<\/p>\n

Here is information about the satellite project from the Galileo GNSS website:<\/p>\n

The Galileo programme, named after the Italian astronomer Galileo Galilei, is currently being developed by the European Union (EU) and ESA. Since July 1st 2017 the GSA took responsibility for overseeing the operations and service provision, which will give Europe independence in satellite navigation. http:\/\/galileognss.eu\/about\/<\/a> accessed 12\/16\/17<\/p><\/blockquote>\n

Notice that this is a European project to give “Europe independence in satellite navigation.”<\/p>\n

Independence from whom?<\/p>\n

Well, the United States.<\/p>\n

Furthermore, Galileo makes the USA partially dependent upon Europe for its satellite communications needs.<\/p>\n

Europe expects to have Galileo completely operational by 2020:<\/p>\n

Initial services became available on 15 December 2016. Because of Brexit, technical issues, etc., there may be delays–we will see.<\/p>\n

The military of the USA plans to have partial dependence upon Galileo. This will give the Europeans a unique type of military power. This is something all should be concerned about.<\/p>\n

Europe Has Its Own GPS Satellites, and They’re More Secure than America’s<\/h2>\n

In December, the European Space Agency activated its Galileo satellite constellation<\/a>, which is used for global satellite navigation. It made the European Union the third international actor with its own global navigation satellite system, joining the ranks of the United States’ GPS and Russia’s GLONASS satellite navigation systems.<\/p>\n

But unlike the US and Russian satellite navigation systems, the EU’s Galileo system provides unprecedented positioning accuracy and, more importantly, information security … the European Union announced its Galileo Commercial Service Implementing Decision<\/a>. This memo essentially outlined how the first generation of Galileo satellites will offer commercial users highly accurate positioning and robust signal encryption for a fee. The power in Europe is starting to rise up.<\/p>\n

Many may be unfamiliar with Galileo. Basically, it is intended by Europe to one-up the USA’s GPS system.<\/p>\n

Galileo is intended to improve Europe’s economy and allow Europe to take steps independent of the USA in the event of conflict:<\/p>\n

Galileo is intended to be an EU civilian GNSS that allows all users access to it. … A primary motivation for the Galileo project was the EU concern that the US could deny others access to GPS during political disagreements. Since Galileo was designed to provide the highest possible precision (greater than GPS) to anyone, the US was concerned that an enemy could use Galileo signals in military strikes against the US and its allies (some weapons like missiles use GNSS systems for guidance). …<\/p>\n

An anonymous EU official claimed that the US officials implied that they might consider shooting down Galileo satellites in the event of a major conflict in which Galileo was used in attacks against American forces. As far as it being civilian<\/strong>, Wikipedia<\/em> and various others have left out certain details. Galileo is intended for military use, was originally funded for military use back in 2008 (see EU Approves Galileo For Military Use<\/a>), and is intended to be able to have nuclear weapons applications:<\/p>\n

Euro GPS Galileo gets ready for nuclear missile use…<\/em><\/p>\n

France has never been pleased with the idea that its fully independent nuclear deterrent needs US help to make accurate counter-force type strikes.<\/em><\/p>\n

Thus some people do tend to suggest that for most users Galileo is pretty much a nice-to-have, strictly optional thing. Only for the French military (or other non-US-aligned EU forces) is it truly desirable. The German CEO of one of the firms building it rashly said as much to US diplomats a while ago.<\/em><\/p>\n

So we can see that encrypted Galileo is mainly about French nuclear missiles (or other EU military kit)<\/em> http:\/\/www.theregister.co.uk\/2013\/07\/10\/euro_gps_alternative_galileos_passes_spook_test\/<\/a><\/p><\/blockquote>\n

Galileo clearly has military applications.<\/p>\n

And as far as Europe and the military goes, it has taken steps to develop its own military as reported on this COGwriter Church of God News (see PESCO: The making of a European Defence Union<\/a> and \u2018PESCO is not about peace, it is about preparing for EU wars\u2019<\/a> and With PESCO, EU entering a \u2018New Era\u2019: An era that will NOT end well for the USA, Canada, or the UK<\/a>).<\/p>\n

Europe\u2019s Galileo satellite system plans initially had US critics as there were \u201cearly objections from the Americans who thought a rival system to GPS might be used to attack its armed forces\u201d (Amos J. EU awards Galileo satellite-navigation contracts. BBC, Jan 7, 2010. http:\/\/news.bbc.co.uk\/2\/hi\/science\/nature\/8442090.stm<\/a>). So when Galileo was first proposed, American leaders opposed it as they felt it could be used militarily against the USA.<\/p>\n

Notice also a letter from the then U.S. Deputy Secretary of Defense Paul Wolfowitz in which he was part of a campaign against Europe developing Galileo:<\/a><\/p>\n

But this opposition was reversed by the Obama Administration.<\/p>\n

This, as I reported at the time (see USA GPS and EU Galileo linking was expected<\/a>), was dangerous, and remains so. But I expected it, and so warned about it in a book I wrote in 2009. Notice that page 85 of that book 2012 and the Rise of the Secret Sect<\/strong><\/em> states the following:<\/p>\n

In 2013, the Europeans are planning on having their own global positioning system (GPS), called Galileo, available for military applications. This will allow the Europeans to track the world and attack others without relying on the U.S.A.\u2019s GPS. This will be the first time in the 21st<\/sup> century that Europeans will be able to have that type of independent military capability.<\/p>\n

Furthermore, according to a 2009 report from the U.S. government, the U.S. Air Force may have to start relying on the European Galileo system (at least to a degree) beginning in 2013, as the U.S. GPS capabilities are expected to deteriorate by then (other problems are also appearing in the newer U.S. satellites). Because the Europeans will be able to control Galileo, they will also likely be capable of derailing certain sophisticated U.S. military applications. This will give the Europeans a unique defensive (as well as offensive) capability that no others on the planet will have.<\/p><\/blockquote>\n

When I wrote that in May of 2009, the U.S. Air Force denied that there was such a problem. Yet, in late July 2010, the USA did announce it would rely on Galileo for part of its military defense (see USA GPS and EU Galileo linking was expected<\/a>). Galileo was partially operational in 2013 and is getting more operational as it moves forward.<\/p>\n

Last year, a report showed problems related to the USA and Galileo:<\/p>\n

Though lawmakers have made clear their interest in having U.S. military receivers incorporate European navigation signals, an agreement to use the encrypted Galileo signal remains elusive and the normal military requirements process could substantially delay implementation. http:\/\/insidegnss.com\/delay-continues-for-effort-to-add-galileo-signal-to-u-s-military-receivers\/<\/a><\/p><\/blockquote>\n

It will only be a few years before the USA will not have the lead in this type of technology. And while some believe that the USA will overcome this, the reality is that the Europeans may decide to take advantage of their lead once they have it.<\/p>\n

The Galileo project is absolute proof that Europe wants to function independently of the USA and UK and wants to be ahead of it technologically. Steps for this continue to take place.<\/p>\n
