Pro-Russia activists occupying the regional administration building in the eastern Ukrainian city of Donetsk’s have proclaimed a sovereign “People’s Republic of Donetsk” and called for Russian President Vladimir Putin to send a “temporary peacekeeping contingent.”

Activists came out of the seized government building on Monday to announce the decision to a crowd of a few thousand people assembled in front of the building.

They also said a referendum on the region’s future will be held by May 11 at the latest.

Donetsk region Governor Serhiy Taruta urged the government to hold an emergency meeting about the national security in his region.

He said in a statement that “a plan is being implemented in the Donetsk, Luhansk, and Kharkiv regions to destabilize peace as well as social and economic stability.”

Meanwhile, a NATO official told Reuters on Monday that NATO has not seen any significant changes in the positioning of Russian troops close to Ukraine’s eastern border, after the pro-Russian activists seized public buildings in three cities in eastern Ukraine.

“We do not see significant changes to Russian troop dispositions east of the Ukrainian border,” the NATO military official said, when asked if the Western alliance had detected any movement by Russian forces near the Ukrainian border.

NATO officials estimate that Russia has around 40,000 troops close to Ukraine’s eastern border.

Accusing Russia

Earlier on Monday, Ukrainian Prime Minister Arseniy Yatsenyuk accused Russia of being behind several seizures by protesters of regional government buildings in eastern Ukraine, including Donetsk.

Yatsenyuk said at a government meeting in Kyiv that “an anti-Ukrainian plan is being put into operation under which foreign troops will cross the border” and seize Ukrainian territory.

He said First Deputy Prime Minister Vitaliy Yarema would be in Donetsk to deal with the unrest.

Yatsenyuk said calls by pro-Russia protesters in eastern Ukraine for the federalization of the country are “aimed at dividing and destroying Ukraine.”

“The huge protests that took place just a month ago have concluded but a radical group of people — 1,000-1,500 people — with specific Russian accents stayed in the region,” he said. “Coordinating their activities with special services of foreign states, they organized a riot and chose to capture public buildings and destabilize the situation.”

Yatsenyuk added that Interior Minister Arsen Avakov was in Kharkiv to deal with the situation there.

(Reuters) – Pro-Moscow protesters in eastern Ukraine seized arms in one city and declared a separatist republic in another, in moves Kiev described on Monday as part of a Russian-orchestrated plan to justify an invasion to dismember the country.

Kiev said the overnight seizure of public buildings in three cities in eastern Ukraine’s mainly Russian-speaking industrial heartland were a replay of events in Crimea, the Black Sea peninsula Moscow seized and annexed last month.

“An anti-Ukrainian plan is being put into operation … under which foreign troops will cross the border and seize the territory of the country,” Prime Minister Arseny Yatseniuk said in public remarks to his cabinet. “We will not allow this.”

Pro-Russian protesters seized official buildings in the eastern cities of Kharkiv, Luhansk and Donetsk on Sunday night, demanding that referendums be held on whether to join Russia like the one that preceded Moscow’s takeover of Crimea.

KIEV, Ukraine – The seizure of government buildings in East Ukraine by pro-Russian separatists is being orchestrated by Moscow to create an excuse for military invasion like Crimea, Ukraine’s prime minister said Monday…

Tens of thousands of Russian troops are massed at the border with Ukraine. Russian President Vladimir Putin told President Obama and European leaders last week he had removed some of the troops, but Ukraine says none have left.

Obama has said Putin must not invade, and the White House says he gave the message to Putin in a series of phone calls. But Obama says he opposes any use of military force by NATO, the European-U.S. military alliance that has troops and aircraft in the region.

Russia is moving forward with its plans and cannot probably be more pleased about the declaration and possibly vote in Donetsk. Vladimir Putin wants as much of Ukraine as he can get (he wants all of it), and must be pleased that Donetsk took more steps to align with Russia.

The current crisis is dramatically showing the Europeans that the USA does not want to militarily engage Russia. This also is showing that the Europeans that if they want to defend hoped for European Union countries like what is left of Ukraine, and even actual European Union countries, that Europe needs to have a stronger, more independent, military. Europe has taken some steps and will take more steps in the future (see, for example, Revelation 13:4, Daniel 11:39-43, and European Technology and the Beast of Revelation).

Many in Ukraine are scared and frightened and need our prayers. While many seem to be placing their hope in the European Union, that will not turn out well according to many biblical prophecies (e.g. Revelation 18-19).
