PCG and CCOG on the ‘Two Witnesses”

The latest post at PCG’s thetrumpet.com website was a link to a video by its leader Gerald Flurry titled Revealing the Two Witnesses. In it, he correctly pointed out that God has not given the two witnesses of Revelation 11 their task and power at this time.

He said that, “The two witnesses come from a split in God’s own church.” But he never provides proof of that. After mentioning “the little book,” he then states that 95% of the end time Christians are Laodicean– in the CCOG we would suggest that perhaps 95% of end time Christians are not Philadelphian, as there will also be remnants of Thyatira and Sardis per the words of Jesus in the 2nd and 3rd chapters of Revelation.

He states that the Laodicean Christians are those in the outer court of Revelation 11:2.

He said that 50% of the Laodiceans will repent and 50% of them will not repent.

Gerald Flurry did not quote the late Herbert W. Armstrong nor mention Zerubbabel or Joshua in his video. His focus seemed to be that those with him were part of the Holy of Holies and the rest of the Christians were not.

That said, here are some statements from my article Who Are The Two Witnesses?:

Here is some of what the Bible says about the two witnesses:

1 Then I was given a reed like a measuring rod. And the angel stood, saying, “Rise and measure the temple of God, the altar, and those who worship there. 2 But leave out the court which is outside the temple, and do not measure it, for it has been given to the Gentiles. And they will tread the holy city underfoot for forty-two months. 3 And I will give power to my two witnesses, and they will prophesy one thousand two hundred and sixty days, clothed in sackcloth.”

4 These are the two olive trees and the two lampstands standing before the God of the earth. 5 And if anyone wants to harm them, fire proceeds from their mouth and devours their enemies. And if anyone wants to harm them, he must be killed in this manner. 6 These have power to shut heaven, so that no rain falls in the days of their prophecy; and they have power over waters to turn them to blood, and to strike the earth with all plagues, as often as they desire.

7 Now when they finish their testimony, the beast that ascends out of the bottomless pit will make war against them, overcome them, and kill them. 8 And their dead bodies will lie in the street of the great city which spiritually is called Sodom and Egypt, where also our Lord was crucified. 9 Then those from the peoples, tribes, tongues, and nations will see their dead bodies three-and-a-half days, and not allow their dead bodies to be put into graves. 10 And those who dwell on the earth will rejoice over them, make merry, and send gifts to one another, because these two prophets tormented those who dwell on the earth.

11 Now after the three-and-a-half days the breath of life from God entered them, and they stood on their feet, and great fear fell on those who saw them. 12 And they heard a loud voice from heaven saying to them, “Come up here.”

And they ascended to heaven in a cloud, and their enemies saw them. 13 In the same hour there was a great earthquake, and a tenth of the city fell. In the earthquake seven thousand men were killed, and the rest were afraid and gave glory to the God of heaven. 14 The second woe is past. Behold, the third woe is coming quickly.

15 Then the seventh angel sounded: And there were loud voices in heaven, saying, “The kingdoms of this world have become the kingdoms of our Lord and of His Christ, and He shall reign forever and ever!” (Revelation 11:1-15, NKJV throughout unless otherwise indicated).

Notice that verse 3 shows that God will give power to the two witnesses–so that will make them different than other humans. We also know that they are humans, and not spirit beings, because in verse 7 they are killed by other humans–humans cannot kill spirit beings. Plus prophets in the Bible were also human beings.

Notice also that area of the temple will be treaded on by the Gentiles for 42 months. Consider also that for one thousand two hundred and sixty days (42 months) God raises up two witnesses to prophecy. They are referred to as “two olive trees.” They are prophets because they prophesy (How To Determine If Someone is a True Prophet of God). They are clothed in sackcloth and perform miracles. Some who oppose God’s plan try to kill them. God allows miracles to protect them until they fulfill their mission. God will ultimately allow them to be killed. Three and one half days after they are killed a major earthquake happens. And shortly thereafter the Kingdom of God is established.

Because they are killed several days before Jesus returns, their assignment is 1260 days, and the time of the Great Tribulation and Day of the Lord is 1260 days (cf. Daniel 12:7; 7:25; Revelation 12:14), they apparently begin to have power from God near the start of the Great Tribulation–at least a few days prior (now since solar years have more than 360 days, the two witnesses could possibly start with power after it begins, though they will be supporting the message prior to the start of the Great Tribulation–these two witnesses would not seem to be immediate converts since they will have to be teaching for 3 1/2 years) and perhaps several months.

Interestingly, the Book of Revelation refers to the seven Churches as lampstands (Revelation 1:20) and the two witnesses as “two lampstands,” hence the two witnesses are intended to represent the Church. At least one will be Philadelphian (Revelation 3:7-13). One of them might be a repentant Laodicean (cf. Revelation 3:14-21). Clearly their prophesying must include the good news of the soon coming millennial Kingdom of God–as that is some of what Jesus expected the Church to do before the end would come (Matthew 24:14).

Since God identifies the two witnesses as “two olive trees,” we should look at another place in the Bible that also discusses “two olive trees” (bolding mine):

4:1 Now the angel who talked with me came back and wakened me, as a man who is wakened out of his sleep. 2 And he said to me, “What do you see?” So I said, “I am looking, and there is a lampstand of solid gold with a bowl on top of it, and on the stand seven lamps with seven pipes to the seven lamps. 3 Two olive trees are by it, one at the right of the bowl and the other at its left.”

4 So I answered and spoke to the angel who talked with me, saying, “What are these, my lord?” 5 Then the angel who talked with me answered and said to me, “Do you not know what these are?” And I said, “No, my lord.” 6 So he answered and said to me:

“This is the word of the LORD to Zerubbabel: ‘Not by might nor by power, but by My Spirit,’Says the LORD of hosts. 7 ‘Who are you, O great mountain? Before Zerubbabel you shall become a plain! And he shall bring forth the capstone With shouts of “Grace, grace to it!” ‘ ”

8 Moreover the word of the LORD came to me, saying:

9 “The hands of Zerubbabel Have laid the foundation of this temple; His hands shall also finish it. Then you will know That the LORD of hosts has sent Me to you. 10 For who has despised the day of small things? For these seven rejoice to see The plumb line in the hand of Zerubbabel. They are the eyes of the LORD, Which scan to and fro throughout the whole earth.”

11 Then I answered and said to him, “What are these two olive trees–at the right of the lampstand and at its left?” 12 And I further answered and said to him, “What are these two olive branches that drip into the receptacles of the two gold pipes from which the golden oil drains?” 13 Then he answered me and said, “Do you not know what these are?” And I said, “No, my lord.” 14 So he said, “These are the two anointed ones, who stand beside the Lord of the whole earth.” (Zechariah 4:1-14).

Thus, it appears that the Hebrew scriptures support the concept that the two witnesses are two who stand by God and the Church of God (the lampstand, cf. Revelation 1:20;2:5). The connection to the Lord of the whole earth might suggest one is Gentile and the other of Israel–as God is the God of the Israelites and Gentiles (cf. Jeremiah 32:27; Galatians 3:28). It may be of interest to note that the Eastern Orthodox believe that one of the two witnesses will focus on “the pagans” and the other on descendants of Israel (Moss V. APOCALYPSE – THE BOOK OF THE END An Interpretation of the Book of Revelation of St. John the Theologian. 2018, p.165). Because the scripture in Zechariah is prophetic, it suggests that the “two olive trees … who stand besides the Lord of the whole earth” are two men currently on earth who are supporting the global work of God. Since the “whole earth” is mentioned, this also indicates that they will somehow reach the whole earth with their messages–and this could involve traveling around the world giving their witness (as well as likely some electronic and other means)–that seems to be consistent with verse 10 as well as Revelation 11:5-7.

Back in 1967, Herbert W. Armstrong wrote:

   God used Zerubbabel as His human instrument in charge of the building of the temple at Jerusalem, in the days of Ezra and Nehemiah. That temple was a TYPE of the BUILDING that is HIS CHURCH today.

God said to Zerubbabel, as He makes very plain to ME, whom—with MY Wife—He has used to build THIS BUILDING which is His CHURCH of this era—”Not by might, nor by power, but by My Spirit, saith the ETERNAL of hosts.” (Zech. 4:6.) Today this Work is well organized. It has reached a status of some financial and material POWER. But all this physical power is as NOTHING! The Work can go forward ONLY BY THE POWER OF GOD’S SPIRIT! That is GOD’S MESSAGE TO US. Zerubbabel is the TYPE! The message is for US!

Continue: “Who art thou, O great mountain?” (verse 7— speaking of the coming “Beast” in Europe), “before Zerubbabel thou shalt become a plain: and he shall bring forth the Headstone thereof with shoutings, crying, Grace, grace unto it.” That Head stone (Eph. 2:20) is CHRIST, the HEAD STONE, rejected by the builders, but HEAD of His CHURCH!

Continue: “Moreover the Word of the Eternal came unto me saying, The hands of Zerubbabel have laid the foundation of this HOUSE; his hands shall also finish it.”

Now compare that with Ephesians 2:19-21: “Now therefore ye are . . . fellow citizens with the saints, and of the Household of GOD. And are built upon the foundation of the apostles and prophets, Jesus Christ Himself being the chief CORNER STONE; in whom all the building (CHURCH) fitly framed together groweth unto an holy TEMPLE in the Lord.”

I do not mean at all that Zerubbabel was a type of me. But this does show that it is God’s PRINCIPLE by which He works—which is His WAY—His WILL—that when a MAN was used to START that building, it was God’s will to FINISH IT by that same man. But in this case it is not a man ALONE—but a MAN-AND-WIFE TEAM TOGETHER. For that temple WAS a type of God’s CHURCH, called a TEMPLE (for the Holy Spirit) in Ephesians 2:21. (Armstrong HW. Brethren and Co-worker Letter. March 2, 1967, Radio Church of God)

Perhaps I should mention that although some have speculated that the late Herbert W. Armstrong (HWA) was a type of Zerubbabel and that God using him to establish the Philadelphia portion of the Church of God was a type of laying the foundation for the temple, since he did not finish the work, it was not him (he also quoted that scripture, Zechariah 4:9 on p. 38 of the Plain Truth in August 1979 where he stated Jesus would be coming to the spiritual temple of the church when He returns that “Zerubbabel” would finish–since HWA is dead, he is not finishing the spiritual temple to be ready for Jesus’ return). Of course, presuming the two witnesses saw the work of his day, they would obviously preach a message consistent with the message that HWA himself did, which would be one consistent with the truths he felt God had him restore to the COG.

Notice what Herbert Armstrong wrote:

The apostle, in his vision, is told now by this same angel to rise and MEASURE THE TEMPLE. But LEAVE OUT the court which is for the Gentiles, for they shall tread down the Holy City for 3 1/2 years. … Then it continues on into the message of the TWO WITNESSES–also referred to and perhaps identified in Haggai and Zechariah. And THEY SHALL PREACH A LAST WARNING TO THE WHOLE WORLD FOR 3 1/2 YEARS! (Armstrong HW. Co-worker letter, November 19, 1976)

Zerubbabel was the governor, and Jeshua was the high priest; And, they were merely types or forerunners of two men in our day that were to build the Spiritual Temple to which Christ will come the second time, that is the Church. And apparently, also to be the two witnesses that are going to preach before the whole world on television that will be transmitted over all the earth. (Armstrong HW. Romans 1-5, Bible Study, June 6, 1980)

However, as the second temple Zerubbabel was building was a typical forerunner of the temple to which Christ shall come, even so Zerubbabel was the typical forerunner of one Christ would use in building the far more glorious temple to which Christ shall come in His GLORY!

Zechariah 4:9 : “The hands of Zerubbabel have laid the foundation of this house; his hands shall also finish it . . .. ” And as Zerubbabel’s hands did finish that second temple, so shall the one Christ uses in building the temple to which He shall come in His GLORY! (Armstrong HW. 7 Proofs of God’s True Church. Plain Truth, August 1979, p. 38)

Since Herbert Armstrong died, he obviously was not one of the two witnesses, and his reference to those two identified in Haggai and Zechariah is a reference to an end time Zerubbabel and Joshua. Thus, based upon his own writings, Herbert Armstrong was not Zerubbabel. But he pointed to someone from the 20th century who would be:

“For thus says the Lord of hosts; Yet once, it is a little while, and I will shake the heavens, and the earth, and the sea, and the dry land [What’s He talking about? He’s not talking about the time in which Zerubbabel lived; He’s talking about our time; this was a prophecy. Haggai is not a book of history, it’s a book of prophecy]; and I will shake all nations [He hasn’t done that yet. He didn’t do that in Zerubbabel’s day. Zerubbabel lived about a little over 500 years before Christ], and the desire of all nations shall come; and I will fill this house with glory, says the Lord of hosts.

“The silver is mine, and the gold is mine, says the Lord of hosts. The glory of this latter house shall be greater [more glorious] than [in] of the former [meaning greater than Solomon’s temple], says the Lord of hosts: and in this place I will give [you] peace, says the Lord of hosts.” He’s talking about the peace at the Second Coming of Christ. (Armstrong HW. Congress Of Leading Ministers Hears Defined And Reemphasized Spiritual Organization Of Church. Worldwide News, March 06, 1981)

The time had come when God needed to call a man to lead in the final LAST DAYS’ surge of 1) carrying the GREAT COMMISSION — the true Gospel of the Kingdom of God — to all the vastly multiplied … world, and 2) to raise up an enlargement of God’s true Church as a “BRIDE” made ready for Christ’s coming — to be married to Christ. …

Zerubbabel, who built the second temple at Jerusalem, and a forerunning type of the one God would in these last days raise up to build up the temple to which Christ will come at His Second Coming. “This is the word of the LORD unto Zerubbabel, saying, Not by might, nor by power, but by MY SPIRIT, saith the LORD of hosts.”

The job of building the second temple was probably only by physical strength. The Holy Spirit had not been given, except to the prophets, prior to Christ’s glorification after His resurrection (John 7:37-39). So it referred to the one God would raise up in this 20th century, of whom Zerubbabel was a type and forerunner. … The WORK today can be done ONLY by the Holy Spirit of God IN US who now compose His Church, for we of ourselves have but a LITTLE strength (Revelation 3:8). (Armstrong HW. This Is The Story Of You, Me And Those Called Into God’s Church. Worldwide News, November 12, 1979)

Salathiel, who was the father of Zorobabel, … And Zorobabel—or Zerubbabel—was the man God caused … to return to Jerusalem and rebuild the House of God (Armstrong HW. THE UNITED STATES AND BRITAIN IN PROPHECY: PART FOUR. Plain Truth, February 1979)

Notice also:

3 Speak to Zorobabel the son of Salathiel the governor of Juda, and to Jesus the son of Josedec the high priest, and to the rest of the people, saying: 4 Who is left among you, that saw this house in its first glory? and how do you see it now? is it not in comparison to that as nothing in your eyes? 5 Yet now take courage, O Zorobabel, saith the Lord, and take courage, O Jesus the son of Josedec the high priest, and take courage, all ye people of the land, saith the Lord of hosts: and perform (for I am with you, saith the Lord of hosts) … 23 In that day, saith the Lord of hosts, I will take thee, O Zorobabel the son of Salathiel, my servant, saith the Lord, and will make thee as a signet, for I have chosen thee, saith the Lord of hosts. (Haggai 2:3-5,23, Douay-Rheims)

2 “Speak now to Zerubbabel the son of Shealtiel, governor of Judah, and to Joshua the son of Jehozadak, the high priest, and to the remnant of the people, saying: 3 ‘Who is left among you who saw this temple in its former glory? And how do you see it now? In comparison with it, is this not in your eyes as nothing? 4 Yet now be strong, Zerubbabel,’ says the Lord; ‘and be strong, Joshua, son of Jehozadak, the high priest; and be strong, all you people of the land,’ says the Lord, ‘and work; for I am with you,’ says the Lord of hosts. 5 ‘According to the word that I covenanted with you when you came out of Egypt, so My Spirit remains among you; do not fear! … 23 ‘In that day,’ says the Lord of hosts, ‘I will take you, Zerubbabel My servant, the son of Shealtiel,’ says the Lord, ‘and will make you like a signet ring; for I have chosen you,’ says the Lord of hosts.” (Haggai 2:2-5, 23, NKJV)

Since Christ is the foundation, the chief cornerstone (Matthew 21:43; Ephesians 2:20) of the Christian temple (1 Corinthians 3:16), some have suggested that “Zerubbabel” may have been a type of Christ–especially since Jesus is specifically prophesied to return (Revelation 17:14) and destroy the kingdom of the Gentiles (Revelation 11:15; Haggai 2:21-23).

Yet, since “Zerubbabel” saw the original temple and is not recorded as laying its foundation (and really, he could not have as he had not been born then), then it appears that perhaps “Zerubbabel” would seem to be some individual who is prophesied to rise up in the last days–and that is what Herbert Armstrong believed scripture required. If so, he would have likely been someone who saw the old Ambassador Auditorium and WCG work, and perhaps helped lay the foundation for the final phase of the Philadelphia work (more on that work and Zerubbabel is in the article The Final Phase of the Work). Zerubbabel would not be a ‘newcomer’ as some suggested that both of the two witnesses might be.

Presuming Haggai is a prophecy for an end time Zerubbabel, he would help finalize the work, and perhaps God would grant him the faith to flatten a mountain figuratively (an entrenched, but improper, government structure) or even possibly also literally (which would, in a sense, be a fulfillment of a statement that Jesus made to His followers in Matthew 17:20; this could also be a reference to the mountain in Daniel 2:44-45). Passages in Haggai 2 seem to be telling a time of a future Zerubbabel and Joshua (for more of an explantion, see also the article The Temple and the Work).

Because at least one is “chosen,” this may be that Zorobabel/Zerubbabel and “Jesus”/Joshua are a type of the two witnesses (Zechariah 3:3-10; 4:1-14; Haggai 2:3-5,23). Other scholars seem to have tied also Zerubbabel and Joshua as types of the two witnesses (Jamieson, et al. Commentary on Zechariah 4:11-12. Jamieson, Fausset, and Brown Commentary as well as Matthew Henry’s)–thus Herbert Armstrong’s speculative understanding was not unique in that way.

As far as names go,  Zerubbabel means descendant of, or born of, Babylon (OT:2216; Zerubbabel. Biblesoft’s New Exhaustive Strong’s Numbers and Concordance with Expanded Greek-Hebrew Dictionary) or “stranger at Babylon.” Thus, it could be that the prophesied Zerubbabel may have been born into a family that was part of the religion that will support the final Mystery Babylon of Revelation 17:5 (like one based out of the city of seven hills–Revelation 17:18). Because of the meaning of the name ‘Zerubbabel,’ it would seem that it is not a direct reference to Jesus, as some have suggested, since He was not born of Babylon and His human parents were not Babylonians.

Joshua, Yehowshu`a, seems to mean “Jehovah saves” (Ibid, OT: 3091). This Joshua’s father’s name was Josedech (Haggai 1:12), meaning “Jehovah-righted” (OT:3087 ). Perhaps his father was called out of religious Babylon to be a true Church of God Christian? Anyway, since Zechariah 3:3-5 shows that for a time Joshua wears “filthy garments,” it may be that he affiliated too long with Laodiceans, who need to put on “white garments” (Revelation 3:14-18)–hence maybe that means it took him time before he completely would support the Continuing Church of God and that God (Jehovah/Yahweh) had to push him to the right way.

Perhaps the names Zerubbabel and Joshua indicate that one of the witnesses was born into a Roman Catholic family (and later was called and converted to be part of the Church of God) while the other was born into a Church of God family and remained part of the Church of God. Since Joshua was a high priest, he would have had to be born in a family keeping the biblical faith.

This is consistent with some of the other ideas in this article.

God will insure that Matthew 24:14 is fulfilled, consider the following:

34 Jesus said to them, “My food is to do the will of Him who sent Me, and to finish His work. 35 Do you not say, ‘There are still four months and then comes the harvest’? Behold, I say to you, lift up your eyes and look at the fields, for they are already white for harvest! 36 And he who reaps receives wages, and gathers fruit for eternal life, that both he who sows and he who reaps may rejoice together. 37 For in this the saying is true: ‘One sows and another reaps.’ 38 I sent you to reap that for which you have not labored; others have labored, and you have entered into their labors.” (John 4:34-38)

3 Jesus answered, “… 4 I must work the works of Him who sent Me while it is day; the night is coming when no one can work. (John 9:3-4)

Jesus expects His people to do the work of sowing the message and not use excuses or delays. Jesus CONDEMNS the Laodiceans for their lukewarm work (Revelation 3:14-21)–and in the time of the end, the Laodiceans are the DOMINANT Christians in terms of numbers.

Jesus taught that Matthew 24:14 will be fulfilled BEFORE the start of the Great Tribulation:

14 And this gospel of the kingdom will be preached in all the world as a witness to all the nations, and then the end will come. (Matthew 24:14)

While the two witnesses will preach that same gospel, they will not be given power by God until shortly prior to the start of the Great Tribulation (cf. Revelation 11:2-3,9). The two witnesses are not the only ones that are to support that work. See also: Preparing for the ‘Short Work’ and The Famine of the Word.

Perhaps it should be noted that during the Sardis era of the Church of God, those of Sardis did not believe that they needed to be concerned about Matthew 24:14 as the ‘third angel’s message’ (Revelation 14:6-11) would be enough of a witness (and that includes the first two angels messages as well). While there will be that witness (see The Final Phase of the Work), the Philadelphians of the Church of God believe this is one reason that the Philadelphia era needed to begin–an era to go through the open doors (Revelation 3:7-13) to proclaim the Gospel of the Kingdom of God.

In the end time, prior to the Great Tribulation, most Christians will be Laodicean and not have the type of work that Jesus wants–and He threatens to spew them out of His mouth for that (Revelation 3:14-22). …

So who are the two witnesses?

  1. The two witnesses are humans that God will give special power to.
  2. They are true prophets of God.
  3. They provide testimony of the truth about God and the return of Jesus Christ to the earth.
  4. Just like John the Baptist was really not Elijah, but came in the Spirit and Power of Elijah, so the two witnesses may come in the Spirit and Power of Moses and Elijah.
  5. They may be a type of Zerubbabel and Joshua, and these men may have been born into Roman Catholic and Church of God families respectively.
  6. They will have been in the true, and apparently most faithful, continuations of the Church of God.
  7. They will hold Church of God doctrines like the Sabbath, the Godhead, the return of Jesus and the millennium, the history of the true church, etc. (See also the free online book: Beliefs of the Original Catholic Church: Could a remnant group have continuing apostolic succession?)
  8. Contrary to the claims of some, God has not yet clearly revealed their identities to the general public.
  9. Those who support the semi-Catholic beast power (he will claim to be ‘Catholic,’ but will ultimately betray the Church of Rome) will apparently think that the two witnesses are false prophets, with one of them considered to be the false prophet of the Book of Revelation.
  10. The two witnesses will apparently wear some black (clothing or something else) and/or sackcloth. According to certain Greco-Roman Catholic prophecies, one who is “black” (opposed to their church) and looks like a Jew (apparently meaning having original Church of God practices) will be one of the two that cause that church problems at the end.
  11. The two witnesses are two who will accomplish the mission that God gives them.
  12. The two witnesses will keep and teach the Ten Commandments, whereas false prophets and the coming Beast of the sea will actually violate them all (see also the free online book: The Ten Commandments: The Decalogue, Christianity, and the Beast).

Jesus warned that false prophets will arise and do miracles. Those who are waiting for Enoch and Elijah to literally come from Paradise to the earth, before they will accept God’s true witnesses, are deceiving themselves. The vast majority of human beings will be deceived (Matthew 24:24; 2 Thessalonians 2:9-12). But you do not have to be.

The two witnesses will be killed and there are non-biblical prophecies that others may rely on to support killing them.

The two witnesses are most likely alive now, and God will raise them up probably in the relatively near future. The two witnesses will more successfully proclaim the gospel of the kingdom of God.

Those who do not wish to be deceived need to repent and believe the gospel now, as later it may be too late.

Prophecy and the Two Witnesses

What does the Bible teach about the Two Witnesses? Is there any tie between Revelation 11 and Zechariah 4? Could the Two Witnesses be a type of Zerubabbel and Joshua, Moses and Elijah, and/or Enoch and Elijah? Are there Eastern Orthodox and Roman Catholic prophecies that seem to warn against the Two Witnesses? Will the Two Witnesses wear black? Are the Two Witnesses human beings? Might they travel around the world? How may modern technology help fulfill prophecies in Revelation 11 about them?
