This did not take long. Within a day or two after the USA announces it plans to pull out nearly 12,000 troops, Germany has stated that it expects its army to help fill in the gaps:

Germany should do more for its own security, Defense Minister Annagret Kramp-Karrenbauer said as the US plans to drastically cut its troops presence in the European country.
“We are bearing the EU and German interests in mind,” Kramp-Karrenbauer said on Friday. “It is also true that the good life in Germany and Europe is getting increasingly dependent on how we ensure our security ourselves.”
Earlier this week, the US sketched out a plan to move close to 11,900 troops, or nearly one-third of its total contingent in Germany, out of the country. The move was done on the orders of President Donald Trump, who on Wednesday said the US was pulling out because Germany “was not paying their bills” on defense, alluding to Berlin’s failure to meet NATO’s guidelines on military spending.
While NATO asks its members to invest 2% of their GDP into defense, Germany’s military spending was around 1.38% GDP last year. Trump described Germany as “delinquent.” …

On Friday, Defense Minister Annagret Kramp-Karrenbauer said she would hold talks after the summer break with the leaders of the affected German states to discuss “how the Bundeswehr can support the affected regions.” She described the US pullout as “regrettable.” https://www.dw.com/en/bundeswehr-replace-us-troops-in-germany/a-54389660
Germany has, in the past (see Germany’s Bundeswehr floats idea of recruiting EU citizens and Bundeswehr wants EU nationals to be soldiers) proposed recruiting Europeans from many countries, and not just Germany to be in its army. This multi-national proposal sounds like part of a European army.
The German military is currently called the Bundeswehr. It is reported that:

A European military is being forged and the Bundeswehr is helping to set some of the foundation for it.
The Bible tells of a time when a final Beast power will rise up in Europe. That Beast of the Sea (Revelation 13:1-10) is also called the King of the North in the Bible (Daniel 11:39-40). Other scriptures point to the final King of the North being Assyrian (Isaiah 10:12), therefore possessing at least some Germanic ancestry. For various reasons, like Revelation 13:4,8, I have felt that Russia would be, for a time, supportive of that European power.
Because of real divisions between the USA and Europe, Europe eventually will attack and takeover the USA. The ‘he’ in Daniel 11:39 is identified as the King of the North in Daniel 11:40:
5 O Assyrian, the rod of mine anger, and the staff in their hand is mine indignation. 6 I will send him against an hypocritical nation, and against the people of my wrath will I give him a charge, to take the spoil, and to take the prey, and to tread them down like the mire of the streets. 7 Howbeit he meaneth not so, neither doth his heart think so; but it is in his heart to destroy and cut off nations not a few. 8 For he saith, Are not my princes altogether kings? 9 Is not Calno as Carchemish? is not Hamath as Arpad? is not Samaria as Damascus? 10 As my hand hath found the kingdoms of the idols, and whose graven images did excel them of Jerusalem and of Samaria; 11 Shall I not, as I have done unto Samaria and her idols, so do to Jerusalem and her idols? (Isaiah 10:5-11, KJV)
12 Therefore it shall come to pass, when the Lord has performed all His work on Mount Zion and on Jerusalem, that He will say, “I will punish the fruit of the arrogant heart of the king of Assyria, and the glory of his haughty looks.”
13 For he says:
“By the strength of my hand I have done it,
And by my wisdom, for I am prudent;
Also I have removed the boundaries of the people,
And have robbed their treasuries;
So I have put down the inhabitants like a valiant man.
14 My hand has found like a nest the riches of the people,
And as one gathers eggs that are left,
I have gathered all the earth;
And there was no one who moved his wing,
Nor opened his mouth with even a peep.” (Isaiah 10:12-14, NKJV)39 Thus he shall act against the strongest fortresses with a foreign god, which he shall acknowledge, and advance its glory; and he shall cause them to rule over many, and divide the land for gain. (Daniel 11:39)
There are historical and prophetic reasons to tie in Assyria with those in Germany and central Europe today (see Germany’s Assyrian Roots Throughout History and Germany in Biblical and Catholic Prophecy).
In the 21st century, military realities (as well as other biblical prophecies) point to the USA and its Anglo-Saxon allies as the power with the ‘strongest fortresses.’ And the strongest fortresses will be taken over and their lands will be divided.
Europeans in general, and Germans in particular, are upset by statements and actions by US President Donald Trump. And while they were upset because of many previous US presidents, the level of distrust has risen enough for Europe to start to take concrete steps to build a stronger military. The Bible teaches that the coming European King of the North, who will likely be at least partially German, will have a “great army” (Daniel 11:25)–actions and statements by the US are encouraging the formation of such an army.
Germany still wants to lead all of Europe and the Bible supports that this will happen. The call by the German Bundeswehr to get non-German European Union soldiers into its military is a step toward getting the final King of the North the power to succeed against the ‘strongest fortresses’.
We should watch Germany as it is taking steps consistent with end time biblical prophecies (cf. Mark 13:33-37; Isaiah 10:5-11).
