There are controversies about reopening businesses, etc. in various US states and the role of the federal government:

California has seen markedly fewer deaths than other hot spots like New York and New Jersey, and officials have said its early embrace of stay-at-home rules is one reason why.
Now, Gov. Gavin Newsom and others are beginning to talk about how the economy could restart. But President Trump on Monday claimed that he has that power, rather than local and state officials.
On Monday, Newsom and his counterparts in Washington and Oregon announced “a regional pact to recovery” from the coronavirus crisis and agreed to work together to develop a plan to lift restrictions on daily life and reopen economies along the West Coast.
“COVID-19 doesn’t follow state or national boundaries,” Newsom, Oregon Gov. Kate Brown and Washington Gov. Gov. Gavin Newsom announced a half-dozen criteria that he said would need to be met in order to lift his nearly month-long stay-at-home order to check the spread of the deadly coronavirus.
The Governor said there is not a precise timeline for modifying the stay-at-home order, but that the six indicators will be the framework for making that decision.
“While Californians have stepped up in a big way to flatten the curve and buy us time to prepare to fight the virus, at some point in the future we will need to modify our stay-at-home order,” he said Tuesday. “As we contemplate reopening parts of our state, we must be guided by science and data, and we must understand that things will look different than before.”
Though he did not offer a timeline, Newsom did suggest the state could begin moving toward a gradual lifting of its orders if the trends of reduced infection, hospitalization and intensive care unit rates continue downward and supplies of personal protective equipment for health care workers are adequate.
“In two weeks, if we see continuing decline not just in hospitalizations but ICUs, and ppe needs… ask me then,” Newsom said. “We’ll be in a very different place. I know you want a timeline. But we can’t get ahead of ourselves. Let’s not make the mistake of pulling the plug too early. We don’t want to make political decisions that pugs lives at risk.”

Trump insisted there are numerous provisions of the Constitution backing him up on this, asserting “when somebody is president of the United States, the authority is total.”
Under the U.S. Constitution, what powers are not defined in that framework for the federal government are left to the states.
When a reporter pointed this out to the president that what he was claiming is not true, he responded, “Enough, please.”
New York Governor Andrew Cuomo, calling into CNN just after Trump’s remarks, said that in the United States, “the president doesn’t have total authority. We have a Constitution. We don’t have a king.”
If the president puts forward a reopening plan that “I believe is irresponsible and jeopardizes public health, I would oppose it legally,” Cuomo added.
The governor noted Trump has helped New York and other states with the coronavirus response. And in view of that, Cuomo said, he does not understand why the president “would pivot at this point to this aggressive, hostile suggestion of a total authority of the federal government and abandon the partnership cooperation.”
Trump says he will soon decide whether to reopen the United States to commerce at a time when 42 of the 50 state governors have imposed stay-at-home edicts because of the viral pandemic.
The president recommended physical distancing between Americans through the end of April but is considering whether to reopen the country fully or partly May 1.

Thousands of shops have reopened in Austria, as it seeks to ease restrictions brought in to stem the spread of the coronavirus.
Garden centres, DIY stores and small shops can open but with strict rules on social distancing.
In Italy, where over 20,000 people have died in the pandemic, a limited number of shops and businesses have been allowed to reopen.
But some of the worst-hit regions have decided to hold off.
Lombardy and other regions in the north will maintain their measures for longer.
After five weeks under lockdown, shops selling books, stationery and clothes for babies and young children can reopen their doors but with strict rules on customer numbers and hygiene.
The European Commission has urged EU countries to co-ordinate with each other to relax measures gradually.
Fears of a deadly resurgence

Some businesses are slowly opening doors in Austria, Italy and Spain after strict lockdown measures. But the World Health Organization has warned that the region has “not yet seen the peak” in COVID-19 cases. …
Prime Minister Pedro Sanchez on Monday allowed some workers to return to work, with police and the Red Cross handing out face masks at train stations to commuters. Only a few commuters were seen using Madrid’s usually busy public transport.
Some workers in factories and the construction industry were permitted to resume work as the Spanish government looked to restart manufacturing. …
In Scandinavia, Denmark is set to reopen daycare centers and schools for children from first to fifth grades on Wednesday.
The World Health Organization said it will issue a six-step guidance on measures that need to be taken before easing any restrictions.
“The overall world outbreak, 90 percent of cases are coming from Europe and the United States of America. The top German scientific academy recommended Monday that the country could begin to reduce restrictions on public life in place to slow the spread of coronavirus.
Leopoldina, the German National Academy of Sciences, said the government could begin to safely reopen some schools while still observing hygiene rules. Stores and restaurants could also be reopened, if social distancing regulations are strictly enforced.
The academy also said the government should introduce requirements for citizens to wear face masks in public.

If you thought that this pandemic would pass quickly and that life in America would soon return to “normal”, I am afraid that you are in for quite a shock. Some of the restrictions currently in place will eventually be lifted, and efforts will be made to get people back to work, but life is still going to be radically different from what we had become accustomed to before COVID-19 started sweeping across the globe. Authorities are telling us that there may be “rolling shutdowns” for up to 18 months, that social distancing guidelines will be necessary for a long time to come, and that this crisis will not ultimately be resolved until they can inject everyone with a vaccine. Over and over again, a “vaccine” is being touted as the golden ticket that will get us out of this mess.
The head of the Federal Reserve Bank of Minneapolis, Neel Kashkari, is another prominent voice that is warning that there won’t be a return to normalcy until a vaccine comes along. And until that time comes, he believes that we are potentially facing “an 18-month strategy of rolling shutdowns”…
Kashkari, while acknowledging the downside of what a prolonged shutdown could mean for the economy, said the U.S., “barring some health-care miracle,” is looking at an 18-month strategy of rolling shutdowns based on what has happened in other countries.
“We could have these waves of flare-ups, controls, flare-ups and controls, until we actually get a therapy or a vaccine,” he said. “We need to find ways of getting the people who are healthy, who are at lower risk, back to work and then providing the assistance to those who are most at risk, who are going to need to be quarantined or isolated for the foreseeable future.”
In other words, Kashkari believes that all or part of the nation will be shut down over and over again whenever the number of coronavirus cases starts to spike too high.
Of course the WHO is eagerly looking forward to global vaccination as well, and the head of the WHO just told the media that he believes that this virus is ten times deadlier than the swine flu pandemic of 2009…

COVID-19, in a sense, is a sign of The End Of The World As We Know It (watch COVID 19 is NOT the End, but could it be TEOTWAWKI?) and 666 (watch also COVID-19 Leading to 666?).
But, as Jesus said, “the end is not yet” (Matthew 24:6).
The loss of civil liberties, more governmental control over the economy and movement and moves towards digital money, (see and/or watch COVID-19 Leading to 666?) are getting people prepared for 666.
As far as easing restrictions go, governments face the reality that they cannot keep the economy shut down without risk of shortages and social upheaval.

U.S. Federal Reserve officials have begun grappling with the complexities of how to simultaneously reopen the country’s economy and protect against a resurgence of coronavirus infections, goals they’ve argued cannot be successfully separated. …

No matter when governments remove restrictions–and they will have to remove many of them–the disease will spread and more people will die.
There are costs, at this stage, for whatever decisions government officials will make.
Let me add, that constitutionally (from a US Constitutional perspective), Sweden seems to have handled this better than many US states have.
