Mario Draghi, the former prime minister of Italy, who authored a highly influential report on competitiveness, called on EU leaders to explore the possibility of a two-speed Europe to “move faster” in the most urgent areas to revive the economy, an EU official said after Draghi left the room.

Draghi’s presentation at the informal summit “highlighted the deterioration of the economic landscape since he presented his report and the urgency to address all the issues he raised at that time,” the official explained. His address focused on the need to eliminate barriers in the single market, mobilise private savings, lower energy prices and establish a “targeted” European preference in public contracts.

The idea of a “two-speed” Europe is not a new one. It has been floated for over a decade.

We have seen many calls for a core Europe or a two-speed Europe. …

In our July 2023 Trumpet, editor in chief Gerald Flurry wrote that half of Europe’s prophesied 10 kings have already risen. But they have not yet united into a powerful superstate.

Bible prophecy indicates that a strong Europe cannot emerge until 10 like-minded European governments unite. “And the ten horns which thou sawest are ten kings, which have received no kingdom as yet; but receive power as kings one hour with the beast. These have one mind, and shall give their power and strength unto the beast” (Revelation 17:12-13).

The impetus for this prophecy’s fulfillment is building before our eyes.

While the ten kings will emerge, now is not the time.

First of all, look at that prophecy again:

12 The ten horns which you saw are ten kings who have received no kingdom as yet, but they receive authority for one hour as kings with the beast. 13 These are of one mind, and they will give their power and authority to the beast. (Revelation 17:12-13)

These ten kings HAVE NO KINGDOM AS YET. They are not ten currently existing nations. Consider further that Gerald Flurry wrote:

Ten Kings of the New Holy Roman Empire Rising Now

Half of them have already risen! …

The rising Holy Roman Empire will not include all 27 current European Union nations. It will be ruled by 10 kings who will dominate Europe and much of the world. Five of those kings are already becoming clear! …

Those kings are rising now, and five kings have already risen. Time is very, very short. (Flurry G. Ten Kings of the New Holy Roman Empire Rising Now. Philadelphia Trumpet, July 2023).

No, Gerald Flurry’s writing that half have arisen is wrong, as well as his insistence that the final revival of the ‘Holy Roman Empire’ will be much smaller than the EU currently is.

Second of all, PCG mentioned Herbert W. Armstrong. Here are a couple of things he wrote related to this and WHEN:

“And in the days of these kings … ”–it is here speaking of the ten toes, part of iron and part of brittle clay. This, by connecting the prophecy with Daniel 7, and Revelation 13 and 17, is referring to the new UNITED STATES OF EUROPE that is now forming, out of the European Common Market, before your very eyes! Revelation 17:12 makes plain the detail that it shall be a union of TEN KINGS OR KINGDOMS that (Rev. 17:8) shall resurrect the old ROMAN EMPIRE. So, mark carefully the time element! “In the days of these kings”–in the days of these then nations or groups of nations that shall … resurrect briefly the Roman Empire…  (Armstrong HW. Mystery of the Ages. Dood, Mead & Company, New York, 1985, pp. 301,302-303)

“… And the abomination that maketh desolate set up.” What is this abomination? This refers to Daniel 11:31 and Matthew 24:15. In Daniel 11:31, the armies of Antiochus Ephiphanes were at Jerusalem, and some commentators have interpreted it as Antiochus placing a statue of Jupiter in the Holy of Holies in the Temple. Not only does Matthew 24:15 also refer to this, but in a parallel New Testament scripture, Luke 21:20 speaks of the same thing as “Jerusalem compassed with armies.”… From this time (Dan. 12:11) to Christ’s coming will be 1290 days. Now, verse 12, “Blessed is he that waiteth, and cometh to the 1335 days. Never before have we understood these periods of 1260, 1290, and 1335 days. But it seems evident, now, a blessing is pronounced on us– GOD’S CHURCH–who wait and endure until the 1335 days–approximately 1335 days prior to Christ’s coming. But since no one can know the day or the hour of His coming, we probably shall not be able to know the exact day that this 1335 days begins. But apparently that is the time when OUR WORK SHALL END. That will be a time when the UNITED EUROPE shall appear –the revival of the medieval “Holy Roman Empire.” We shall then be warned, and readied to be taken to a place of refuge and safety from the Great Tribulation. Anyway, the timing of the ten kings is NOT yet. It will not be until very close to the start of the Great Tribulation (Matthew 24:21-22), and that is at least 3 1/2 years away.

While we will continue to see Europe moving towards its biblically-revealed role, no the ten kings of Revelation 17:12 are not ten currently existing nations that could form a first tier Europe at this time.

A reorganization will come, but PCG does not truly understand how.
