European Commission President Ursula von der Leyen announced the “One Europe, One Market” strategy, a plan to fully integrate the EU’s single market by 2027 to help the bloc catch up with the United States and China.

Despite having the world’s second-largest economy, Europe is held back by internal barriers, fragmented rules, and regulations that make it function more like a “market of 27” than a unified one.

The strategy focuses on the main reasons for Europe’s competitiveness gap: complicated regulations, weak capital markets, high energy costs, and barriers to trade within the EU.

Big non-tariff barriers remain between EU countries, and billions of euros are lost each year because of separate financial and regulatory systems. Companies deal with heavy paperwork, and EU firms spend more on compliance than their US counterparts.

The new plan is based on five main areas: simpler rules, a unified market, energy, digital growth, and trade. It includes steps such as new laws to cut bureaucracy, a single EU corporate system, stronger links between capital markets, more energy infrastructure, and larger investments in digital and tech. She and others in the European Union have been working with many nations on trade deals. This is partially because of pressures from the United States have which motivated the Europeans and others to make deals together.

She and others also want more nations to be part of the EU. Despite the headline and her statement pointing to 27 member nations, Ursula von der Leyen and others actually want ALL European nations, which is what is likely meant by “one Europe” (e,g, see Most Europeans favor enlargement, Hungary wants the Balkans, but not Ukraine).

As I have written before (see Ursula von der Leyen wants the European Union to reorganize: A ‘United States of Europe”?), Ursula von der Leyen really wants Europe to reorganize.

She is pushing for reorganizing steps now.

Some of those steps will help in certain ways, yet they will not be enough.

EU officials and member states have long questioned whether unanimous voting for matters of foreign policy is practical anymore.

It happens “so many times, this exploitation of the principle of unanimity”, said Budrys. “We have to review the very decision-making process, or we have to review, the powers of one of the member states. We have to go into the discussion about the decision-making and common foreign security policy and whether we should move to QMV” (qualified majority vote).

A “qualified majority” is a vote at the Council of the EU that meets two criteria: 15 out of 27 members voting together who collectively represent 65 percent of the EU’s population. This standard removes power from member states who use their veto to hold up legislation for their own purposes.

The Bible prophesies that Europe will reorganize and a dictatorial leader will emerge:

The final European Beast leader, who is also known as the final King of the North, will not tolerate obstacles in his way like regulations and bureaucracy.

While I would call the Common Market/European Union the sixth, yes it is taking steps for the seventh to form.

Yes, the Church of God knew last century that the Europeans would one day want to be more unified –and that is the attitude of many of the EU leaders. And, yes, the COG realized that Europe would reorganize per Revelation 17:12-13.

We will continue to see Europe moving towards its biblically-revealed role.

Europe will reorganize and rise up.
