Iran makes oil deal with Total, but is its goal economic or worldwide domination?

Iran has struck a deal with Total:

July 5, 2017

Total’s agreement to re-enter Iran after an absence of five years is a major boon for former US president Barack Obama’s landmark nuclear deal reached in 2015 between Iran and the P5+1. The deal is significant because it signals Total’s confidence in the Iranian market in spite of growing anti-Iranian rhetoric in Washington, Riyadh and Abu Dhabi, which aims to further isolate Iran and actively discourage international businesses from investing in the country. As an energy deal, it is not groundbreaking, and is unlikely to unlock the floodgates and lead to an early rush of international businesses entering Iran. But it does carry with it an opportunity to embolden President Hassan Rouhani’s economic reform agenda and strengthen the hands of the moderates.

For the Rouhani government, this deal comes at a critical juncture. Having been reelected with a renewed mandate to build on the economic opening offered by the nuclear deal, Rouhani has faced domestic criticism from conservative elites and the wider population for overpromising the trickle down effect of investment gains. Rouhani’s economic vision is predicated on the belief that foreign financial and technical investment can help diversify the Iranian economy and promote domestic employment, which remains stubbornly high.

Rouhani originally hoped to obtain over $50 billion in annual investment. His plans however have been stymied by the Trump administration’s criticism of the nuclear deal and increased rhetoric against the Islamic Republic’s regional activities, both of which have highlighted the geopolitical risks of doing business in Iran. With Iranian compliance officially confirmed by Washington though, Rouhani has a small four-year window of opportunity to translate his promises of economic reform into reality.

Rouhani’s domestic rivals, including members of the Iranian Revolutionary Guards Corps (IRGC) and hardliners close to the Iranian Supreme Leader Ali Khamanei, are already circling and criticizing the president’s economic strategy. The IRGC, already subject to US sanctions, has long maintained a strong influence in Iran’s economy and remain cautious about Rouhani’s reliance on Western investment. They fear that such investment will translate into greater meddling in Iranian domestic affairs, thereby eclipsing their influence.

Rouhani has been directly challenging the IRGC’s economic influence, even surprisingly publically challenging their economic monopoly just last week. Without continued international investment momentum similar to the scale and prestige of this Total deal, the president’s wings and reform agenda might be clipped. https://www.chathamhouse.org/expert/comment/total-s-iran-deal-gives-rouhani-space-push-reform

Total, S.A. is a French multinational integrated oil and gas company and one of the seven “Supermajor” oil companies in the world. For Iran’s sake, hopefully it will focus on improving the lot of its people and not be militarily focused.

Last year, Iran’s President Hassan Rouhani says Iran is not a threat to any country:

April 7, 2016

President Hassan Rouhani said on Thursday Iran posed no threat to any other nation and that it wanted interaction with the rest of the world – remarks contrasting with the view of the country’s hardline supreme leader.

Ayatollah Ali Khamenei, Iran’s ultimate authority, has ruled out further rapprochement with the United States since the consummation of a deal on Iran’s disputed nuclear activity that ended years of political and economic isolation.

The deal, reached with six major powers in 2015, led to Iran curbing its nuclear program in exchange for a lifting of sanctions in January. A standoff between Rouhani’s government, which saw the deal through, and Khamenei’s allies who opposed it, has intensified in the past few months.

“We are in favor of a policy of moderation … Iran is not a threat to any country … Tehran wants interaction with the world, with its neighboring countries,” Rouhani, a relative moderate, said at a gathering to mark National Nuclear Technology Day broadcast live on state television. …

“For years, we have been building power on the presumption of a widespread war with America and its allies,” state media quoted the commander of the Islamic Revolutionary Guards Corps (IRGC), Mohammad Ali Jafari, as saying on Tuesday.

“We don’t welcome any war, but if the time should come for a military confrontation…, America will not be able to do a damn thing.”

The IRGC has test-fired ballistic missiles in recent months, drawing criticism from the West. http://www.reuters.com/article/us-iran-rouhani-moderation-idUSKCN0X40IO

Despite his comments, in the past, Iranian leaders have threatened to wipe Israel off the map:

July 7, 2015

Once again, a top Iranian leader is speaking out and vowing the Jewish State will be obliterated. However, in the meantime the West makes a lot of money by taking advantage of its existence, he says.

“The presence of the Israeli regime is temporary,” Iranian Ayatollah Akbar Hashemi Rafsanjani assured the Hezbollah-linked Al Ahd news website in an interview on Monday.

“Eventually one day this alien forged existence that has been forced into the body of an ancient nation and an historical region will be wiped off the map.”

Rafsanjani is a former ‘centrist’ Iranian president and is the current head of the country’s Expediency Discernment Council, the advisory body to Iran’s Supreme Leader. He is known to be a longtime friend of current President Hassan Rouhani. http://www.jewishpress.com/news/breaking-news/irans-rafsanjani-reiterates-israel-will-be-wiped-off-the-map/2015/07/07/

A senior Iranian official on Tuesday said Israel “should be annihilated,” and that the thawing relations with the West would not translate into a shift in Tehran’s position concerning the Jewish state.

Hussein Sheikholeslam, a foreign affairs adviser to parliament speaker Ali Larijani, told Iranian media that contrary to remarks by British Foreign Secretary Philip Hammond, “Our positions against the usurper Zionist regime have not changed at all; Israel should be annihilated and this is our ultimate slogan.” http://www.timesofisrael.com/israel-should-be-annihilated-senior-iran-aide-says/

But is it just the tiny nation of Israel that some in Iran want?

Notice the following report:

IRGC Commander Ja’fari: “We Are On The Path That Leads To The Rule Of Islam Worldwide”

On March 11, 2017, IRGC commander Ali Ja’fari said of the worldwide Islamic regime: “The history of Iran is replete with agreement on the Rule of the Jurisprudent [velayat ] which has [already] crossed Iran’s borders, and the united Islamic nation is being formed… We are on the path that leads to the rule of Islam worldwide.”

On March 15, 2017, Ja’fari added on the same subject: “The Islamic Revolution is aimed at creating an infrastructure of the religion of God on earth, and it will wait for no man on its path advancement. All [Iranian] officials must adapt to the accelerated progress of the Revolution.

“The Islamic Revolution is now in its third stage – that is, [the stage] of assembling the Islamic government, and with God’s help it will pass this stage successfully despite the ups and downs that constantly occur.

“As IRGC commander, and as one of the commanders during the era of the Sacred Defense [i.e. the 1980-88 Iran-Iraq war], I believe that today the young people’s yearning to unconditionally defend the Revolution has expanded greatly relative to the era of the Sacred Defense. Their repeated requests to play a role alongside the defenders of the holy places indicate this.

“The religious seminaries and the IRGC bear the joint mission to advance and deepen the Islamic Revolution. This is God’s promise for the salvation of humanity, and we are charged with it. The senior revolutionary clerics and the IRGC will without a doubt actualize God’s promises, while implementing a comprehensive plan of the Islamic Revolution for shaping the picture of the Islamic world.

“Our internal spiritual and material potential for creating [such a global regime], and the robustness of the [Iranian] regime, which constitutes the main nucleus of this plan, are expanding in might. According to the words of [Ayatollah Ruhollah] Khomeini, if the revolution and the regime stop on the path, this will cause damage to Islam.”

On April 30, 2017, at a teachers’ conference, Ja’fari said: “Some [people] have a flawed perception of the Islamic Revolution, for they think that its aim was only to defeat the regime of the Shah and to establish the Islamic regime [in Iran]. [But] if we look at the words of the Imam [Khomeini], we will discover a correspondence between the Islamic Revolution and the spread of the religion of Islam. In order to build the Islamic regime, there is no other path but to advance the Islamic Revolution… As the Imam said: If this Islamic regime is defeated, Islam is defeated.

“The framework of our activity is the Islamic Revolution, and first we must know what its aims are… The external dimension of the Revolution is based on the principle of Islam [as] derived from the lesson of the Ashura. This is in effect the principle of enmity towards evil and enmity towards the arrogance [the West, led by the U.S.]. This is actualized by means of the Islamic awakening against evil, and it is waged in the best possible way thanks to the Leader [Khamenei], who is its standard-bearer.”

Supreme Leader’s Representative In The IRGC Saeedi: “The Islamic Revolution Is The Prelude To Islam Becoming Global”

Similar statements were made on March 15, 2017, by Ali Saeedi, Supreme Leader Khamenei’s representative in the IRGC: “There is no doubt that the Islamic Revolution is a prelude to Islam becoming global. Therefore, the Revolution must be strengthened in the best possible way, in order to create the framework for the revelation of God’s promise.”

Deputy Qods Deputy Force Commander Esmail Qaani: “The Main Aim Is Global Rule”

On March 1, 2017, IRGC Qods Force deputy commander Esmail Qaani said: “Without a doubt, our martyrs and those of the dear ones like you Fatimiyyoun will not settle for less than the global rule of the Imam Mahdi. Our martyrs inaugurated a great path. Syria and Aleppo are the temporary aims, and the main aim is global rule, which I hope is not far off.” https://www.memri.org/reports/irgc-commanders-our-main-aim-global-islamic-rule

Iran’s Sunni Muslim neighbors also consider that Iran is a threat.

Iran continues to develop its ballistic missile capability. Iran is also believed to have electromagnetic pulse weapon technology.

As the result of the nuclear deal, Iran got access to billions of dollars of its frozen assets. It will use some of that money for its militaristic plans. Plans that do threaten many nations. Hopefully, for the sake of its own citizens, Iran will shift its focus away from militaristic ambitions.

Will that happen?

Iran could change.

However, many in the leadership of Iran want to takeover Jerusalem and lead the Islamic world. It then wants to takeover the world.

Most people in Iran subscribe to the Shi’ite (often called Shia) Muslim faith. Shi-ites consider that they have a purer understanding Islam than the Sunni Muslims. Shi-ites represent about 10-20% of Muslims and nearly all the rest are Sunni (there are also Sufis, but they seem to represent less than 1% of all Muslims).

The Bible shows that it is possible that God will allow Iran to strike the nation of Israel:

1 The burden against the Valley of Vision.

What ails you now, that you have all gone up to the housetops, 2 You who are full of noise, A tumultuous city, a joyous city? Your slain men are not slain with the sword, Nor dead in battle. 3 All your rulers have fled together; They are captured by the archers. All who are found in you are bound together; They have fled from afar. 4 Therefore I said, “Look away from me, I will weep bitterly; Do not labor to comfort me Because of the plundering of the daughter of my people.”

5 For it is a day of trouble and treading down and perplexity By the Lord God of hosts In the Valley of Vision — Breaking down the walls And of crying to the mountain. 6 Elam bore the quiver With chariots of men and horsemen, And Kir uncovered the shield. 7 It shall come to pass that your choicest valleys Shall be full of chariots,And the horsemen shall set themselves in array at the gate.

8 He removed the protection of Judah. You looked in that day to the armor of the House of the Forest; 9 You also saw the damage to the city of David, That it was great; And you gathered together the waters of the lower pool. 10 You numbered the houses of Jerusalem, And the houses you broke down To fortify the wall. 11 You also made a reservoir between the two walls For the water of the old pool. But you did not look to its Maker, Nor did you have respect for Him who fashioned it long ago.

12 And in that day the Lord God of hosts Called for weeping and for mourning,For baldness and for girding with sackcloth. 13 But instead, joy and gladness, Slaying oxen and killing sheep, Eating meat and drinking wine: “Let us eat and drink, for tomorrow we die!”

14 Then it was revealed in my hearing by the Lord of hosts,”Surely for this iniquity there will be no atonement for you, Even to your death,” says the Lord God of hosts. (Isaiah 22:1-14 NKJV)

Elam seems to be a reference to at least some in Iran. Kir is of interest as it has several possibilities. One is that the Bible tells that after Tiglath-Pileser king of Assyria took over Damascus, he moved Syrians to Kir. While this does not mean that Kir must (or must only) be a reference to Syria, the fact that Syria is an ally of Iran is interesting. Some believe Kir is an area in the south of Iran, while others suggest closer to the Black Sea. The Bible tells of a time when Kir will be destroyed (Isaiah 15:1b) and also says that Syria’s capital Damascus will be destroyed (Isaiah 17:1).

Anyway, the point I wish to make is that Isaiah 22 shows, presuming that it has a future application, that a time is coming when God will take away the protection of Judah and the City of David (Jerusalem, cf. 2 Kings 9:28) and that Iran is a threat.

So, what’s next for Iran?

It will continue to attempt to improve aspects of its economy. It expects to spread its influence in the Islamic world. It may well have a military attack against Israel. But if it does, Iran will not do well and will not be the power that leads the Islamic nations in the Middle East and North Africa–that will be an Arabic power (cf. Daniel 11:40-43; Ezekiel 30:2-8)–despite certain Iranian hopes and plans.
